Project Description

The Bigger Picture: In Focus is East Lansing’s 2024 update to its 2018 Comprehensive Plan, designed to respond to post pandemic challenges, policy changes, housing pressures, and climate impacts. It centers four major themes—public health, sustainability and resilience, housing, and social equity—reflecting the city’s unique context as a university community with significant income disparities, a majority college aged population, and limited development capacity.

The plan was shaped through an equity focused process involving a diverse Coordinating Committee, citywide engagement sessions, campus workshops reaching more than 500 students, and a speaker series featuring national and regional experts.

The final document identifies disparities, outlines strategies such as missing middle housing and integrated health and sustainability policies, and includes detailed implementation steps with timelines, partnerships, metrics, and accountability measures like biannual progress reports and annual joint meetings.

This approach is highly replicable: its modular engagement tools, transparent structure, and emphasis on measurable implementation provide a transferable blueprint for other communities seeking to plan with creativity, courage, and long‑range vision.

What is the Community Wealth Impact (based on one or more of the categories you selected) of your project?

The plan strengthens community wealth building by addressing structural disparities, expanding missing‑middle housing, integrating public health and sustainability into land‑use policy, and tying each action to measurable outcomes and long‑term accountability. Its focus on equitable growth, resilience, and shared decision‑making positions all residents — including students, seniors, families, and low‑income households — to benefit from more inclusive economic and social opportunity.

Describe the creativity and originality of your project.

The Bigger Picture: In Focus is a creative, equity‑centered comprehensive plan that reimagines how East Lansing can respond to post‑pandemic challenges through innovation and inclusive engagement. By blending storytelling, empathy‑based activities, and student‑led workshops with expert‑driven speaker series, the process brings fresh, original methods to community planning.
