Vice President, Program Manager

As Meadowbrook’s Program Manager for the Michigan Municipal League Liability & Property Pool, Laura is responsible for coordinating Meadowbrook’s activities on behalf of the Pool. She works closely with the Pool Administrator to ensure that Meadowbrook provides creative and efficient services that meet or exceed Pool guidelines. She began her insurance career working as a broker to Lloyd’s of London. In 1990, Laura joined Meadowbrook’s reinsurance brokerage division, Meadowbrook Intermediaries. In this position, she was responsible for all aspects of reinsurance placement of public entities, professional trade associations, and captives. Laura possesses a Bachelor of Fine Arts degree from the University of Michigan and an MBA in International Management. She currently holds the Chartered Property & Casualty Underwriter (CPCU), Associate in Risk Management (ARM), and Associate in Reinsurance (ARe) designations.

Brian began his insurance career in 1988 with CNA Insurance Company. He joined Meadowbrook in 1997 and became part of the dedicated service team for the Michigan Municipal League Liability & Property Pool in 1999. Brian became the Service & Sales Manager for both the Pool and Fund in 2022. He has a Bachelor of Science from Detroit College of Business and is currently pursing the Chartered Property & Casualty Underwriter (CPCU) designation. He also holds a Resident Agent’s license from the State of Michigan with qualifications in Accident and Health, Life, and Multiple Lines P & C.

FeltmanTroy Feltman, Municipal Account Executive

Before joining Meadowbrook, Troy spent more than 33 years serving Michigan local governments in the roles of city manager, village administrator, township manager and county executive. While working in communities that were MML Liability & Property Pool and Workers’ Compensation Fund members, Troy came to know and appreciate the insurance programs’ value and benefits. Troy has a Doctorate in Public Administration and has taught graduate-level courses on strategic planning and public administration.

Elmer Hitt, Municipal Account Executive

Elmer joined the Meadowbrook team in 2025. He previously served in the City of Jackson Police Department for 29 years, the last eight years as Director of Police and Fire Services. Elmer has degree in Business Management from Baker College. He services our members in Eaton, Ingham, Ionia, Clinton, Shiawassee, Kent, Montcalm, Gratiot, and Isabella Counties.

JulieAnn Lovelace, Municipal Account Executive

JulieAnn joined the Meadowbrook team in 2025. She became intimately familiar with, and grew to passionately support, local government while providing planning and zoning consultant services in several Michigan townships for 12 years, including six years of watershed administration. Julie holds a Bachelor of Business Administration. She services our members in the northern lower peninsula.

NewmanJim Newman, Municipal Account Executive

Jim joined the Meadowbrook MML team in 2008. Jim began his insurance career in 2001 when he opened his own insurance agency in St. Johns, MI. Jim currently holds a Michigan Resident Agent’s insurance license in Multiple Lines Property and Casualty, Life, and Accident and Health. Jim has a Life Underwriter Training Council Fellow (LUTCF) designation and is currently pursuing the Associate in Risk Management (ARM) designation. Jim is responsible for providing service to our members in Monroe, Lenawee, Hillsdale, Jackson, Calhoun, Barry, Branch, Kalamazoo, St. Joseph, Ottawa, Van Buren and Berrien Counties.
