Reinvest, Rehabilitate, Rebuild—Together
By: Tim Morales – City Manager, City of Saginaw, October 27, 2025

Saginaw’s story is one of reinvention. Our city has faced challenges, but we’ve proven our ability to rebuild stronger. Housing is at the center of that story—both as a challenge and as a tool for renewal. The MI Home Program gives us a pathway to continue that progress through collaboration with the state, rather than control from above.

Many of Saginaw’s homes are decades old and need reinvestment. The MI Home Program offers just that, by investing $160 million annually to help communities like Saginaw rehabilitate existing homes and create attainable new ones. Its core principle of “partnership over preemption” ensures that local leaders oversee how those funds are used.

“The MI Home Program gives Saginaw a pathway to continue our progress through collaboration with the state.”

Saginaw has experienced a dramatic population decline over the past several decades, leading to significant housing loss and the erosion of neighborhood vitality. The MI Home Program represents a vital step forward for our community. By expanding access to attainable, quality housing, this initiative would empower the community to rebuild its neighborhoods, welcome working families, and make home ownership a real possibility in our city.

Housing revitalization aids economic development, crime prevention, and family stability. If we want lasting results, we must trust communities to lead. The MI Home Program gives us the structure and the flexibility to make that happen.
