June 21-23, 2023

The League Board of Trustees met June 21-23 at Crystal Mountain in Thompsonville during their annual strategic planning retreat meeting.

During the general business meeting, Trustees approved recent meeting minutes from the April Board meeting, the 2023/24 League budget, recent MML Foundation meeting minutes and their 2023/24 revenue budget, the 2023/24 Legislative Core Principles, and the League awards that will be presented in October during the annual Convention.

Meeting attendees heard a State & Federal Affairs department update on the latest happenings in Lansing and the latest accomplishments with the Foundation. They also heard from Ani Turner, Program Director Health Economics Policy for Altarum, regarding the Michigan Population Study, joined in a discussion of local housing needs, opportunities, and roles, and participated in an interactive leadership workshop.

The Board of Trustees met April 18 in the Lansing office during the 2023 CapCon to discuss general League business. Trustees approved recent meeting minutes from the December Board meeting, the Foundation meeting, and the current financial statements.

League staff shared an update on the current happenings with state and federal legislative issues and the MML Foundation. Attendees were given a recap of the 2023 NLC Congressional Cities Conference and also heard a briefing on federal transportation programs from Christopher Coes, the assistant secretary for Transportation Policy for the U.S. Department of Transportation.

The Trustees unanimously approved the appointment of Pontiac Deputy Mayor Khalfani Stephens to join the League Board of Trustees.

The League Board of Trustees met on December 9 in the League Lansing office.

During the general business meeting, Trustees approved recent meeting minutes from the October Board meeting, the minutes from the Annual Business Meeting, the latest financial statements, and the 2022 audit.

Attendees heard from the Small Business Association of Michigan regarding the 2022 Entrepreneurship Score Card, and were given an update from the State & Federal Affairs team and the MML Foundation.

The Board of Trustees met October 18 in Muskegon during the League’s Annual Convention.

During the meeting, the Trustees discussed general League business, approved meeting minutes, and heard an update on the MML Foundation and the League’s legislative activities. Attendees were also given a sneak peek of the League’s new website and upcoming AMS software.

Attendees were also updated on the successes for the direct and indirect investments benefitting communities since June 2020, along with upcoming ServeMICity projects, trainings, workshops, and grant opportunities to assist member communities.

The Board of Trustees met March 15 in the Lansing office during the 2022 Capital Conference to discuss general League business. Trustees approved recent meeting minutes from the January Board meeting, the Foundation meeting, and the current financial statements.

League staff shared an update on the current happenings with state and federal legislative issues and the MML Foundation. Attendees were also provided a briefing from MI Department of Environment, Great Lakes and Energy Director Liesl Eichler Clark.

The Board of Trustees met virtually January 28 to discuss general League business. During the general meeting, the Trustees heard about upcoming League initiatives, approved recent meeting minutes from the November meeting, and approved the award recommendations for the upcoming CapCon.

The Trustees unanimously approved the appointment of Monroe Mayor Robert Clark as the new League Vice President, and the addition of three new Trustees to the Board— Stephen Kepley, Mayor, Kentwood; Raylon Leaks-May, Councilmember, Ferndale; and Stephanie Grimes Washington, Director of Government Affairs, Detroit.

The Board of Trustees met September 21 in Grand Rapids during the League’s Annual Convention.

During the meeting, the Trustees discussed general League business, approved meeting minutes, heard an update on the MML Foundation, and an update on the League’s legislative activities, including a presentation about the new broad-based ARP Coalition work being spearheaded by the League.  The attendees were also provided an update on the League’s Diversity, Equity, and Inclusion initiative, Listen. Engage. Act.

The Nominating Committee provided the update for the 2021 Nominating Committee meeting which included the nomination of six new Trustees for three-year terms that will expire in 2024.

Attendees heard a COVID-19 vaccine distribution update from Kerry Ebersole Singh who leads the Protect Michigan Commission.  They also heard from Jodi Schafer (Principal, Human Resource Management Services) regarding return to work strategies for cities and villages.

League staff shared an update on the current happenings with state and federal legislative issues, the Foundation, and a recap of the National League of Cities virtual D.C. conference.

The Board of Trustees met virtually January 29 to discuss general League business.  During the general meeting, the Trustees heard about upcoming League initiatives, approved recent meeting minutes from the November meeting, and approved the award recommendations for the upcoming Capital Conference

The Trustees unanimously approved the appointment of Grand Rapids City Manager Mark Washington to the Board and are looking forward to him joining the team.

Attendees heard about the 2021 political forecast in DC and Lansing for municipalities, updates on the Foundation’s small business grant and Bridge Builders projects, and the latest on League’s coalition projects.

Prior to the general business meeting, the new Trustees had an orientation session with President William Wild, Vice President Dr. Deirdre Waterman, League Executive Director/CEO Dan Gilmartin, and League Deputy Executive Director/CMO Summer Minnick.

During the general business meeting, Trustees approved recent meeting minutes from the September Board meeting, the minutes from the Annual Business Meeting, the latest financial statements, MML Foundation updates, the 2020 audit, and the award recommendations for the upcoming Capital Conference.  The Board also voted unanimously to host the 2021 Capital Conference virtually.

The Board of Trustees met January 24 in the Lansing Capital Office to discuss general League business.  During the general meeting, the Trustees heard about upcoming League initiatives, approved recent meeting minutes from the November meeting, and approved the award recommendations for the upcoming Capital Conference.

Westland Mayor William Wild was voted in as the new Board of Trustees Vice President, and three new Trustees were approved to fill vacant terms:  Muskegon Mayor Stephen Gawron, Holland City Manager Keith Van Beek, and Ypsilanti City Manager Frances McMullan.

Attendees heard about the League’s latest efforts to promote participation in Census 2020, work regarding Opportunity Zones, updates on the Foundation, and the 2020 political forecast in DC and Lansing for municipalities.

The League Board of Trustees met November 15 in the League’s Lansing Capital Office.

Prior to the general business meeting, the new Trustees had an orientation session with President Brenda F. Moore, League Executive Director/CEO Dan Gilmartin, and League Deputy Executive Director/CMO Summer Minnick.

During the general business meeting, Trustees approved recent meeting minutes from the September Board meeting, the minutes from the Annual Business Meeting, the latest financial statements and 2019 audit, the award recommendations for the upcoming Capital Conference, and approved the League’s new Diversity, Equity, and Inclusion policy.

Attendees heard an update from the State & Federal Affairs team and an MML Foundation update from the new MML Foundation President Helen Johnson and Chairwoman Pat Lockwood.  They also received a presentation about a new report and online database on our SaveMICity.org website about revenue decreases experienced in Michigan cities comparing 2002 and 2017 data.

During the meeting, the Trustees discussed general League business, approved meeting minutes, heard an update on the MML Foundation, and an update on the League’s legislative activities.

The Board of Trustees met March 19 in the Lansing office during the 2019 Capital Conference to discuss general League business.  Trustees approved recent meeting minutes from the January Board meeting, the Foundation meeting, and the current financial statements.  In keeping with the League Board’s standards of excellence, and focusing on promoting inclusion, Ottawa County Administrator Al Vanderberg presented on fostering an inclusive community environment.

Attendees heard from Michigan Department of Transportation Director Paul Ajegba who provided an outline of Governor Whitmer’s transportation proposal.  League staff shared an update on the current happenings with state and federal legislative issues, and a recap of the National League of Cities D.C. conference.

Nominating Committee Chair Rosalynn Bliss provided the update for the 2018 Nominating Committee, which included the nomination of six new Trustees for three-year terms that will expire in 2021.  The new Trustees were then sworn in during the annual business meeting.

Attendees heard from MSAE President & CEO Cheryl Ronk who presented on “How You Lead Matters – What Makes a Great Board Leader?”  Followed by an OPEB and revenue sharing update from the State & Federal Affairs team.

The Board of Trustees met September 12 in Holland during the League’s campus-style Annual Convention!

During the meeting, the Trustees discussed general League business, approved meeting minutes, heard an update on municipal finance, the MML Foundation, the National League of Cities, and an update on the League’s legislative activities.

June 21-23, 2017

The League Board of Trustees met June 21-23 at Boyne Highlands in Harbor Springs during their annual retreat meeting.

During the general business meeting, Trustees approved recent meeting minutes from the March Board meeting, the 2017/18 League budget, recent MML Foundation meeting minutes, and the 2017/18 Legislative Core Principles.

Meeting attendees received a League policy research update, heard a State & Federal Affairs department update on the latest happenings in Lansing, an update on municipal finance reform, an update on the governor’s pension OPEB task force, and the latest accomplishments with the Foundation.

During the retreat, League President Rosalynn Bliss, Trustee Rusty Showalter, and the rest of the Board presented the Lansing staff with a congratulatory cake for being named among the top 5 lobbying organizations in the state in a recent and highly reputable survey.  In the same survey, Chris Hackbarth was honored as one of the top 5 individual lobbyists.

The Board of Trustees met March 21 in the Lansing office during the 2017 Capital Conference to discuss general League business.

Trustees approved recent meeting minutes from the January Board meeting, the Foundation meeting, various department updates, the current financial statements, and revisions to the Community Excellence Award criteria.  Attendees were provided an update on municipal finance reform, the current happenings with state and federal legislative issues, and a recap of the National League of Cities D.C. conference.

Attendees also heard from new MSHDA Executive Director Earl Poleski and discussed community concerns, goals, and potential project collaborations.

The Board of Trustees met Jan. 27 in the Lansing Capital Office to discuss general League business.  During the general meeting, the Trustees approved recent meeting minutes from the December meeting and the award recommendations for the upcoming Capital Conference.

Attendees were given updates on the municipal finance initiative, the Foundation, and also given the 2017 political forecast in DC and Lansing for municipalities.

Following the general business meeting, Trustees had a joint lunch meeting with the County Roads Association of Michigan to discuss transportation funding and state government funding of local governments.

The League Board of Trustees met Dec. 15 in the League’s Lansing Capital Office.  During the general business meeting, Trustees approved recent meeting minutes from the September Board meeting, the minutes from the Annual Business Meeting, a Michigan Association of Municipal Attorneys charter amendment, and also approved the latest financial statements and 2016 audit.

Meeting attendees heard from Lt. Governor Brian Calley regarding OPEB and municipal finance issues, and staff provided an update on Lame Duck, the 21st Century Infrastructure Report, and other legislative issues.

The Board of Trustees met March 22 in the Lansing office during the 2016 Capital Conference to discuss general League business.  Prior to the meeting, the Trustees were invited to a reception at the Capitol to meet with their legislators.

During the Trustees meeting, attendees heard from Flint Councilmember Jacqueline Poplar and Former Senator Carl Levin.

Trustees approved recent meeting minutes from the January Board meeting, the Foundation meeting, various department updates, the current financial statements, and the EOA Bylaws amendments.  Attendees were provided an update on municipal finance reform, the current happenings with state and federal legislative issues, and the status of the gag order bill.

The Board of Trustees met November 20 in the Lansing Capital Office to discuss general League business.  The Trustees elected Dearborn Mayor John O’Reilly, Jr. to serve as the 2015-16 League President and also elected Negaunee City Manager Jeff Thornton to serve on the Board.

During the general meeting, the Trustees approved recent meeting minutes from the September Board meeting, the minutes from the Annual Business Meeting, and also approved the latest financial statements.

Attendees were given updates on the latest legislative positions, transportation/road funding, and municipal finance initiatives.

Sept. 16, 2015

The Board of Trustees met September 16 in Traverse City during the League’s campus-style Annual Convention!

During the meeting, the Trustees discussed general League business, approved the League’s annual audit, heard an update on municipal finance and PlacePlans projects, and an update on the League’s legislative activities.

Nominating Committee Chair Jacqueline Noonan provided the update for the 2015 Nominating Committee, which included the nomination of six new Trustees that were chosen for three-year terms that will expire in 2018.

The League Board of Trustees met June 18-20 on Mackinac Island during their annual retreat meeting.

During the general business meeting, Trustees approved recent meeting minutes from the March Board meeting, the 2015/16 League budget, EOA Bylaws Amendments, and the amended MML Foundation Bylaws.

Meeting attendees heard a State & Federal Affairs department update on the latest happenings in Lansing, including road funding and energy reform.  They were also updated on League placemaking programs and the latest League education initiatives.

The Trustees had an opportunity for a “Coffee with the Capitol” session where they were able to have a conversation with Representative Lee Chatfield, Senator Wayne Schmidt, and Representative Jim Townsend regarding municipal finance, road funding, and other state and local issues.

The Board of Trustees met March 24 in the Lansing office during the 2015 Capital Conference to discuss general League business.

The Board of Trustees met January 23 in the Lansing Capital Office to discuss general League business. Governor Snyder spoke with the attendees regarding the road funding initiative on the May 5 ballot. Following the meeting with the governor, the Board unanimously voted to support the ballot initiative saying it was in the best interest of Michigan’s communities.

During the general meeting, the Trustees approved recent meeting minutes from the October Board meeting, the minutes from the Annual Business Meeting, and also approved the latest financial statements.

Oct. 15, 2014

The Board of Trustees met October 15 in Marquette during the League’s Annual Convention where attendees received a warm UP welcome during the host city reception!

During the meeting, the Trustees discussed general League business, heard an update on the League’s Placemaking Programs, a recap of the Personal Property Tax fight over the last three years, and an update on the League’s legislative activities.

Dan Gilmartin provided the update for the 2014 Nominating Committee which included the nomination of six new Trustees that were chosen for three-year terms that will expire in 2017.

January 24, 2014

The Board of Trustees met January 24 in the Lansing Capital Office to discuss general League business.

During the general meeting, the Trustees approved recent meeting minutes from the November Board meeting, the Foundation meeting, the League’s updated Employee Handbook, and also approved the latest financial statements.

Rep. Earl Poleski (R-Jackson), Chair of the House General Government Appropriations Subcommittee, addressed the League Board to discuss the upcoming budget that contains revenue sharing and the Economic Vitality Incentive Program (EVIP).  He expressed a willingness to explore changes to the municipal finance system as well as ways to deal with pension and OPEB obligations.

Attendees were also given updates on PPT, the MiPlace Partnership Initiative, and the 2014 state and federal political forecast for municipalities.

The Board of Trustees met November 8 in the Lansing Capital Office to discuss general League business. Prior to the general meeting, Executive Director & CEO Dan Gilmartin and League President Jacqueline Noonan welcomed the new Trustees.

During the general meeting, the Trustees approved recent meeting minutes from the annual business meeting, the September Board meeting, the Foundation meeting, and also approved the 2013 audit. Attendees were given an update on legislative positions by League staff and an informative visit from the Lt. Governor Brian Calley.

The new Trustees were given an informative introduction to the League and its services, which also served as a refresher for the continuing Trustees.

The Board of Trustees met September 17 in Detroit during the League’s Annual Convention. During the meeting, the Trustees discussed general League business, heard an update on the League’s Partnership for Place Proactive Legislative Agenda, and heard from Michigan Townships Association Executive Director Larry Merrill regarding the association and its goals. The Board also unanimously approved a resolution to join Unity Michigan, a broad-based coalition whose goal is to advocate for the amendment for the Elliot-Larsen Civil Rights Act to add sexual orientation and gender identity as two new items in which citizens of the state of Michigan cannot be discriminated against..

The Board of Trustees met October 3 on Mackinac Island during the League’s Annual Convention.  During the meeting, the Trustees discussed general League business, voted to oppose Proposal 6, and were provided an overview of the 2012 audit and an update on the 2012 Nominating Committee meeting where the six new Trustees were chosen.

Grinzinger; East Lansing Mayor Pro Tem Nathan Triplett; and Kingsley Village Manager Adam J. Umbrasas.

During the general meeting, the Trustees approved recent meeting minutes from the November Board meeting and the Foundation meeting, along with various department updates.  Meeting attendees heard from Lt. Governor Brian Calley regarding the Personal Property Tax repeal, and from Rep. Paul Opsommer regarding transportation legislation.  League staff provided a 2012 political forecast for municipalities, and an update on the League’s communications plan.

The Board of Trustees met October 5 in Grand Rapids during the 113th Annual Convention.  During the meeting, the Trustees discussed general League business and were provided an overview of the 2011 audit, and an update on the 2011 Nominating Committee meeting where the six new Trustees were chosen (click here for the swearing-in photos during the annual business meeting).  The Trustees also unanimously approved a Level 4 option for the Elected Official Academy.

For a nice change of pace, the Board of Trustees met July 15-16 on Mackinac Island.  They discussed general League business, Convention updates, and approved recent meeting minutes from the June Board meeting.

The State & Federal Affairs department provided an update on the latest happenings in Lansing which included local government reforms, an EVIP and treasury update, and an update on the state transportation policy.

Staff reported on some of the great projects in the works for Let’s Save Michigan and various League initiatives, along with a new, exciting look for the Core Legislative Principles .

The Board of Trustees met June 3 in the Ann Arbor office to discuss general League business and to approve the League budget and the Foundation budget for the next fiscal year.

League Trustee and Mayor Jackie Noonan also presented the League with a prestigious Special Recognition Award from the city of Utica for “112 years of education, legislative representation, and the encouragement to improve all municipal service.”

The Board of Trustees met April 5 in the Lansing during Capital Conference. The Trustees met to discuss general League business and unanimously approved freezing member dues for the 2011-12 fiscal year. The freeze, effective July 1, 2011, is part of a continuing effort of the League to assist League member communities financially. The freeze and 12 percent cut, combined with previous adjustments over the last 7 years, have saved League members nearly 32 percent in dues.

Michigan House Speaker Representative Jase Bolger

The Board of Trustees met January 21 in the Lansing office to discuss general League business and to hear the 2011 legislative forecast from Michigan House Speaker Representative Jase Bolger and Bill Rustem, director of strategy for Governor Snyder.

During the meeting, the Trustees approved recent meeting minutes from the November Board meeting and the latest financial statements.  Meeting attendees heard from the Lansing staff on the 2011 political forecast for municipalities. Following the meeting, Governor Ricky Snyder paid a visit to the Lansing Capital Office to discuss his goals for the administration and to answer questions from the meeting attendees.

The Board of Trustees met November 12 in the Ann Arbor office to discuss general League business and to welcome the six new Trustees.  During the meeting, the Trustees approved recent meeting minutes from the annual business meeting, the Board meeting, the Foundation meeting, and also approved the latest financial statements.  Plante Moran also presented a favorable audit report for the last year.  Following the meeting adjournment, the meeting attendees were taken on an informational orientation tour of various departments in the League office.

photoThe Board of Trustees met September 21 in Dearborn during the 112th Annual Convention.  During the meeting, the Trustees discussed general League business and were provided updates on the Center for 21st Century Communities (21c3) projects, a state affairs report, and a foundation update by League staff.

The 21c3 is making great headway in the five pilot communities (Sault Ste. Marie, Alpena, Lathrup Village, Lapeer, and Ypsilanti).  Click here to learn more the 21c3 and how your community can get involved.  The state of affairs report included the League’s public policy proposal to restore prosperity to Michigan.  This is just one of the beneficial projects in progress to improve our state—more information to come.  For the latest happenings in Lansing and information on the state budget, check out our legislative blog, Inside 208.

The Board of Trustees met July 16-17 on the historic University of Michigan campus in Ann Arbor, to discuss general League business and to hear legislative updates from the State & Federal Affairs department regarding the state budget outlook and the impact on Michigan communities.  For the latest happenings in Lansing, check out our legislative blog, Inside 208.

The Trustees approved the award nominations that will be presented during the annual banquet during Convention, along with the Core Legislative Principles that will be presented during the annual business meeting.  Michigan State Treasurer Robert Kleine spoke to the group regarding the status of the state budget, unemployment rates, housing stats, and more.  Roger Martin of Martin Waymire Communications discussed League membership initiatives.

Susan Pollay, executive director for Ann Arbor Downtown Development Authority provided an enlightening tour of Ann Arbor that highlighted the eight assets of the 21c3.  Michael Ford, CEO of AATA graciously provided bus transportation for the tour while discussing transportation in Ann Arbor and the new Master Transit Plan for Washtenaw County.  You can view additional meeting photos here on flickr.

The Board of Trustees met Friday, June 11 in the Ann Arbor office to discuss general League business and to approve the 2010/2011 budget for the League and for the Foundation. In light of everyone’s current economic circumstances, we have issued a 12-percent reduction in dues by eliminating the Environmental Affairs Assessment. And for the second consecutive year, membership dues have not been increased.

Despite the Board’s previous action to lower dues which has had an impact on revenues, the League remains fiscally sound. I was pleased to work closely with Dan Gilmartin and Tony Minghine as the budget was developed and, upon Board discussion, recommended its approval.

The Let’s Save Michigan program, which serves as the public advocacy arm of our Public Policy Agenda, is off to a great start with over 75,000 site visits and over 25,000 joining the campaign to create more successful communities in Michigan. The campaign has received local and national attentionTime magazine website, ABC News , including editorials in the Battle Creek Inquirer, Detroit Free Press, Grand Rapids Press, Holland Sentinel, Lansing State Journal, Midland Daily News, Oakland Press, and many more.

In Lansing, our lobbyists continue to fight for Michigan communities with the latest battle being against expansion to Public Act 312. The Board of Trustees recently met during the League’s annual Capital Conference (April 13-14, 2010) in Lansing. The Conference had a great turnout from members across the state, providing
yet another great opportunity to network with fellow members, vendors, League staff, and innovative speakers.

During the Trustees meeting, there was a unanimous vote to eliminate the Environmental Affairs Assessment which results in a dues decrease of 12 percent. The State of Your League report was introduced—both the Trustees and staff are excited about the four-page report that provides a snapshot of League initiatives and the valuable benefits of League membership. Copies of the report are available online. The Trustees were also given an update on the positive impact and buzz surrounding the Let’s Save Michigan project—check it out and join the 2010 Pledge to move Michigan in the right direction. The next Trustees meeting will be in June.

What have your League Board of Trustees been up to lately? Here’s a snapshot of their January 29 meeting . . . Special guest Senate Majority Leader Mike Bishop (R-Rochester) kicked off the meeting by sharing the Senate GOP plan to “stop out-of-control spending.” The proposal includes 10 reforms and would amend PA 312 to speed up the arbitration process during contract negotiations. Other reforms in the plan include changes to public employee health care, K-12 school spending, Medicaid spending, government efficiency and public employee compensation. Next, trustees made the League a member of the Michigan Foreclosure Task Force, a statewide clearinghouse and unified voice to keep families, including homeowners and renters, in their homes despite the foreclosure crisis. The League is also preparing for more involvement with the health care reform to provide our membership the flexibility to achieve the lowest health care costs available.  Stay tuned for more information on that issue.

In addition, the League worked closely with the Legislative Commission on Statutory Mandates, assisting in the development of a survey for local units of government regarding unfunded mandates. We helped develop the survey questions, distribute the survey and collect responses. For survey results, click here.  Overall, it was another very productive meeting and we are looking forward to the next meeting, hosted in conjunction with Capital Conference (April 13-14, 2010).
