Public Comment Requested: Exposure Draft for Annual Local Unit Fiscal Report (F-65)
By: John LaMacchia, September 18, 2026

We are sharing the following information from the Michigan Department of Treasury and ask that you consider providing comments on the revised F-65 forms.

Intended Audience: Any local government employee or vendor, including clerks, treasurers, elected officials, finance directors, city, township, or village managers, auditors, accounting staff, certified public accountants and accounting firms that work in the area of accounting, finance, bookkeeping, etc.

The Michigan Department of Treasury has been responsible for producing a template and receiving a completed Annual Local Unit Fiscal Report (F-65) from all primary local units of government in the State of Michigan.

As part of the ongoing upgrade to the online filing system, several significant revisions will be made to the F-65 form, including:

  • Form 5572, also known as the Local Government Retirement System Annual Report, will now be incorporated into this form. Once the form is finalized, all local units will no longer be required to submit a separate document to report annual retirement information.
  • Once the form is finalized, non‑primary local governments will only be required to complete the retirement section of the form.
  • Content and formatting updates throughout the form.

Detailed information on all proposed revisions is provided in the marked‑up exposure draft document.

The Local Audit and Finance Division is currently inviting public comments on the proposed updates, which may be submitted in writing until October 10, 2026
