Adult-Use Marijuana Payments for Fiscal Year 2023

The Michigan Department of Treasury is making annual distributions to municipalities and counties that have adult-use marijuana facilities in their jurisdiction that were licensed as of September 30, 2023. The payments consist of taxes and fees collected in the state Fiscal Year 2023 (per MRTMA, Initiated Law 1 of 2018).

Revenue is distributed (after earmarked distributions have been fulfilled) as follows:

  1.  15% to municipalities in which a marijuana retail store or marijuana microbusiness is located, allocated in proportion to the number of marijuana retail stores and marijuana microbusinesses within the municipality.
  2.  15% to counties in which a marijuana retail store or marijuana microbusiness is located, allocated in proportion to the number of marijuana retail stores and marijuana microbusinesses within the county.
  3.  35% to the School Aid Fund to be used for K-12 education.
  4.  35% to the Michigan Transportation Fund to be used for the repair and maintenance of roads and bridges.

Distributions to Local Units of Government

Cities, villages, townships, and counties will be receiving over $87 million under the Act. Last fiscal year the amount was over $59.5 million. The distribution rate for FY 2023 adult-use marijuana payments is slightly over $59,000 per licensed marijuana retail store or microbusiness compared to $51,800 per, last fiscal year.

Each city, village, township, and county will receive a payment based on the number of licensed marijuana retail stores and microbusinesses located within its jurisdiction as of September 30, 2023.
