The Michigan Municipal League would like to provide you with a few sample documents to help implement the new small cell regulations that were passed at the end of last year.

The Grand Valley Metro Council DAS Consortium has help develop reasonable and consistent model documents to help manage DAS/Small Cell Wireless Facilities within your community. They have invested a considerable amount of time and effort putting this information together and we thank them for allowing us to share this information with our members.

The Consortium is a collaboration of over 20 Michigan cities, villages, and townships that worked collectively to establish a model permitting process and fee structure for use of the public rights-of-way. PROTEC has also been very generous and is allowing us to share a “simple” model ordinance that they have created. PROTEC was formed in 1996 by several Michigan cities interested in protecting their citizens’ control over public rights-of-way. Their model ordinance can be found at the following link. Member communities are welcomed to use these documents to update and/or establish a uniform permitting process for your community. The League encourages you to work directly with your legal counsel to ensure these ordinances are tailored to fit your community’s need.
