LANSING, Michigan – The Michigan Legislature Thursday evening (April 26, 2012) made some significant changes to the EVIP/Statutory Revenue Sharing process.
The Legislature passed House Bill 5189, a supplemental appropriations bill, which extends the deadline for the 3rd category of EVIP/Statutory Revenue Sharing to June 1 (from the current May 1 deadline). And they added a second avenue for locals to comply. Local communities can certify that they are in compliance with PA 152, the health care law regarding the 80/20, hard cap or opt out and now qualify for that third category.
For communities which plan to qualify under the existing language regarding the four parameters on pension and health care costs – that approach also still qualifies you. So this change is an additional avenue and there are two paths to obtain funding. The Michigan Municipal League worked with Senator Pappageorge and Representative Poleski regarding the problems many communities had reaching those initial parameters and concern grew as many communities spoke with their legislators regarding a lack of direction from the Michigan Department of Treasury. We also worked with the administration on this and expect the Governor to sign this bill into law soon.
