{"id":9366,"date":"2013-11-06T09:13:22","date_gmt":"2013-11-06T13:13:22","guid":{"rendered":"http:\/\/blogs.mml.org\/wp\/inside208\/?p=2471"},"modified":"2013-11-06T09:13:22","modified_gmt":"2013-11-06T13:13:22","slug":"senate-committee-considers-federal-balanced-budget-resolution","status":"publish","type":"post","link":"https:\/\/mml.org\/inside208\/2013\/11\/06\/senate-committee-considers-federal-balanced-budget-resolution\/","title":{"rendered":"Senate Committee Considers Federal Balanced Budget Resolution"},"content":{"rendered":"<div dir=\"ltr\">Yesterday the Senate Government Operations Committee considered <a href=\"http:\/\/legislature.mi.gov\/documents\/2013-2014\/jointresolutionintroduced\/Senate\/pdf\/2013-SIJR-V.pdf\" target=\"_blank\" rel=\"noopener\">SJR V<\/a>, a joint resolution that would petition the Congress of the United States to call a convention of the states for the limited purpose of proposing an amendment to the U.S. Constitution requiring a balanced budget, in the absence of a national emergency.\u00a0 The League opposed this joint resolution.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Specifically, the proposed constitutional amendment would provide that, &#8220;in the absence of a national emergency the total of all federal appropriations made by the congress for any fiscal year may not exceed the total of all estimated federal revenues for that fiscal year, together with any related and appropriate fiscal restraints&#8221;.<\/div>\n<div dir=\"ltr\"><\/div>\n<div dir=\"ltr\">Thirty two states have passed similar resolutions, and thirty four are required to call the convention.\u00a0 The League is concerned about the impact the stringent spending requirements the resolution would have. The federal government would be forced to choose the programs to cut, and this could include cutting federal funding that helps states pay for schools, roads, water treatment, equipment for police officers, and a range of other state and local priorities.
