    {"id":8706,"date":"2022-05-27T09:15:27","date_gmt":"2022-05-27T13:15:27","guid":{"rendered":"http:\/\/blogs.mml.org\/wp\/inside208\/?p=8706"},"modified":"2022-05-27T09:15:27","modified_gmt":"2022-05-27T13:15:27","slug":"2022-personal-property-tax-reimbursement-millage-data-available","status":"publish","type":"post","link":"https:\/\/mml.org\/inside208\/2022\/05\/27\/2022-personal-property-tax-reimbursement-millage-data-available\/","title":{"rendered":"2022 Personal Property Tax Reimbursement Millage Data Available"},"content":{"rendered":"<p>The Local Community Stabilization Authority Act (LCSA Act), 2014 Public Act 86, as amended, requires the Michigan Department of Treasury (Treasury) to calculate each municipality\u2019s millage rate eligible for personal property tax (PPT) reimbursement (MCL 123.1345(x)(<em>ii<\/em>)(B) and MCL 123.1353(5)).<\/p>\n<p>The 2022 Millage Rate Comparison reports are available on Treasury\u2019s PPT reimbursement website <a href=\"http:\/\/www.michigan.gov\/pptreimbursement\">www.michigan.gov\/pptreimbursement<\/a>. These reports are intended to be used by municipalities to verify the eligible millage rates to be used in the 2022 PPT reimbursement calculations.<\/p>\n<p>The eligible millage rates to be used in the 2022 PPT reimbursement calculations are calculated based on the eligible millage cap and 2021 millage rates and may be prorated as required by the LCSA Act.\u00a0 Therefore, the calculated eligible millage rates to be used in the 2022 PPT reimbursement calculations may not reflect the actual 2021 millage rates levied by the municipality.<\/p>\n<p>Municipalities should review the 2022 Millage Rate Comparison reports for accuracy.<\/p>\n<ul>\n<li>If the millage rate data is correct, the municipality does not need to take any further action.<\/li>\n<li>If there are any errors in the millage rate data, the municipality is required by the LCSA Act to notify Treasury of the error(s) by submitting <a href=\"https:\/\/www.michigan.gov\/taxes\/-\/media\/Project\/Websites\/taxes\/PPT\/Forms-for-Calculation-of-PPT-Reimbursements\/Form-5613---Millage-Rate-Correction-(2022).pdf?rev=6307ea21cc0a48088ba0c250e5f27cae&amp;hash=D353EE2BECF4C218E02CA96DC80AF7F8\">Form 5613<\/a> &#8211; <em>Millage Rate Correction for the 2022 Personal Property Tax Reimbursement Calculations<\/em> no later than <strong>August 1, 2022<\/strong> (MCL 123.1358(4)).<\/li>\n<\/ul>\n<p>Below is a list of the reporting forms related to millages that are available on Treasury\u2019s PPT Reimbursement website under <a href=\"https:\/\/www.michigan.gov\/taxes\/property\/ppt\/reimburse\/forms\/forms-for-calculation-of-ppt-reimbursements\">Forms for Calculation of PPT Reimbursements<\/a>.<\/p>\n<ul>\n<li><a href=\"https:\/\/www.michigan.gov\/taxes\/-\/media\/Project\/Websites\/taxes\/PPT\/Forms-for-Calculation-of-PPT-Reimbursements\/Form-5451-Debt-Millage-Rate-SD-and-ISD-(2022).pdf?rev=7c8a7c1c61d8463ea3fbb5f794b42a3f&amp;hash=D842E32B304EF24E3AB1A71488A58AC6\">Form 5451<\/a> &#8211; <em>2022 School District and Intermediate School District (ISD) Debt Millage Rate for the 2022 Personal Property Tax Reimbursement Calculation<\/em>\n<ul>\n<li>Optional form to be used by <a href=\"https:\/\/www.michigan.gov\/taxes\/-\/media\/Project\/Websites\/taxes\/PPT\/Forms-for-Calculation-of-PPT-Reimbursements\/List-of-SDs-and-ISDs-Eligible-to-File-Form-5451-in-2022.xlsx?rev=c1d5963906cd4fb18c205e272e4cf2d3&amp;hash=B6120B2DAA7D7B8379E3A2EECC76B303\">eligible school districts and ISDs<\/a> to report the debt millage rate levied in the current year specifically for the payment of debt obligations approved by voters or incurred before 2015.<\/li>\n<li><strong>DUE DATE: August 1, 2022<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li><a href=\"https:\/\/www.michigan.gov\/taxes\/-\/media\/Project\/Websites\/taxes\/PPT\/Forms-for-Calculation-of-PPT-Reimbursements\/Form-5608--Portion-of-Essential-Services-ES-Millage-Dedicated-for-ES-2022.pdf?rev=0dae2650c2bd4b3b92509e6acab6a1d2&amp;hash=74CCDDB9B694EFBF245D167F88B7ADC9\">Form 5608<\/a> \u2013 <em>Portion of 2021 Essential Services Millage Rate Dedicated for the Cost of Essential Services<\/em>\n<ul>\n<li>Optional form to be used by counties, cities, villages, townships, and local authorities that levy an extra-voted millage rate that partially funds the cost of essential services (for example a Fire\/Cemetery millage).
