{"id":8199,"date":"2021-06-16T09:23:13","date_gmt":"2021-06-16T13:23:13","guid":{"rendered":"http:\/\/blogs.mml.org\/wp\/inside208\/?p=8199"},"modified":"2021-06-16T09:23:13","modified_gmt":"2021-06-16T13:23:13","slug":"state-budget-bill-positioned-to-appropriate-neu-portion-of-arp-funding","status":"publish","type":"post","link":"https:\/\/mml.org\/inside208\/2021\/06\/16\/state-budget-bill-positioned-to-appropriate-neu-portion-of-arp-funding\/","title":{"rendered":"State Budget Bill Positioned to Appropriate NEU Portion of ARP Funding"},"content":{"rendered":"<div class=\"fusion-fullwidth fullwidth-box fusion-builder-row-1 fusion-flex-container nonhundred-percent-fullwidth non-hundred-percent-height-scrolling\" style=\"--awb-border-radius-top-left:0px;--awb-border-radius-top-right:0px;--awb-border-radius-bottom-right:0px;--awb-border-radius-bottom-left:0px;--awb-flex-wrap:wrap;\" ><div class=\"fusion-builder-row fusion-row fusion-flex-align-items-flex-start fusion-flex-content-wrap\" style=\"max-width:calc( 75rem + 2.5rem );margin-left: calc(-2.5rem \/ 2 );margin-right: calc(-2.5rem \/ 2 );\"><div class=\"fusion-layout-column fusion_builder_column fusion-builder-column-0 fusion_builder_column_1_1 1_1 fusion-flex-column\" style=\"--awb-bg-size:cover;--awb-width-large:100%;--awb-margin-top-large:0px;--awb-spacing-right-large:1.25rem;--awb-margin-bottom-large:0px;--awb-spacing-left-large:1.25rem;--awb-width-medium:100%;--awb-spacing-right-medium:1.25rem;--awb-spacing-left-medium:1.25rem;--awb-width-small:100%;--awb-spacing-right-small:1.25rem;--awb-spacing-left-small:1.25rem;\"><div class=\"fusion-column-wrapper fusion-flex-justify-content-flex-start fusion-content-layout-column\"><div class=\"fusion-text fusion-text-1\"><p>Late yesterday afternoon, the Michigan House of Representatives moved a new version of a supplemental appropriation bill, <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2021-SB-0037\">Senate Bill 37<\/a>, that appears to represent a deal on a number of outstanding federal stimulus items from last December&#8217;s federal stimulus effort and includes appropriating the first installment of the American Rescue Plan Act&#8217;s Non-Entitlement Unit funding aimed at Michigan cities, villages, and townships that were not classified as Metropolitan Cities under the federal stimulus.<\/p>\n<p>Senate Bill 37 appropriates the first half of the NEU funds that will be distributed on a per capita basis by the Michigan Department of Treasury.\u00a0 The appropriation of this $322 million is a necessary first step before Treasury can distribute these dollars to the <a href=\"\/inside208\/new-arp-guidance-for-non-entitlement-units-released\/\">eligible NEUs identified by the US Treasury<\/a> late last month.\u00a0 <a href=\"\/inside208\/webinar-on-federal-stimulus-scheduled-for-june-17\/\">The League is co-hosting a webinar with Michigan Department of Treasury staff on Thursday, June 17th<\/a> to further discuss how local units can apply\/request these funds and some of the reporting and calculation details that communities will need to follow to receive and utilize these funds.\u00a0 League members are strongly encouraged to attend this webinar as they begin strategy and community planning conversations around these dollars.<\/p>\n<p>Senate Bill 37 also includes additional Coronavirus-related FEMA Disaster Assistance funding and over $378 million for emergency rental and utility assistance.\u00a0 With the House&#8217;s action yesterday, this bill now goes back to the Senate for an expected concurrence vote today and the Governor&#8217;s signature.<\/p>\n<p><em>Chris Hackbarth is the League\u2019s director of state &amp; federal affairs.
