{"id":7802,"date":"2021-02-02T16:49:20","date_gmt":"2021-02-02T20:49:20","guid":{"rendered":"http:\/\/blogs.mml.org\/wp\/inside208\/?p=7802"},"modified":"2021-02-02T16:49:20","modified_gmt":"2021-02-02T20:49:20","slug":"fema-cost-share-increased-to-100-retroactively-from-january-2020","status":"publish","type":"post","link":"https:\/\/mml.org\/inside208\/2021\/02\/02\/fema-cost-share-increased-to-100-retroactively-from-january-2020\/","title":{"rendered":"FEMA Cost-Share Increased to 100% Retroactively from January 2020"},"content":{"rendered":"<p style=\"margin: 0in\">Following the issuance of President Biden&#8217;s memorandum that increased FEMA&#8217;s cost share to 100 percent federal, today, the Biden Administration clarified that FEMA will be &#8220;retroactively reimbursing states fully for the FEMA-eligible services \u2013 including masks, gloves, emergency feeding actions, sheltering at risk populations and mobilization of the National Guard &#8211; backdated to the beginning of the pandemic in January 2020.&#8221; Previously,\u00a0 <a href=\"https:\/\/www.fema.gov\/fact-sheet\/eligible-emergency-protective-measures\">the cost-share was 75% federal; 25% non-federal<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p style=\"margin: 0in\">The revised <a title=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/02\/02\/memorandum-on-maximizing-assistance-from-the-federal-emergency-management-agency\/\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/presidential-actions\/2021\/02\/02\/memorandum-on-maximizing-assistance-from-the-federal-emergency-management-agency\/\"><span style=\"font-family: 'Arial',sans-serif;color: blue\">memorandum<\/span><\/a> states that FEMA shall provide a 100 percent Federal cost-share for all work eligible for assistance under <a title=\"https:\/\/www.fema.gov\/pdf\/government\/grant\/pa\/fema323_app_handbk.pdf\" href=\"https:\/\/www.fema.gov\/pdf\/government\/grant\/pa\/fema323_app_handbk.pdf\"><span style=\"font-family: 'Arial',sans-serif;color: blue\">Public Assistance<\/span><\/a> Category B, pursuant to sections 403 (42 U.S.C. 5170b), 502 (42 U.S.C. 5192), and 503 (42 U.S.C. 5193) of the Stafford Act performed from January 20, 2020, through January 20, 2021.<\/p>\n<p style=\"margin: 0in\">Communities should contact Michigan State Police, our state FEMA\u00a0 Administrator, and the <a href=\"https:\/\/www.fema.gov\/about\/organization\/region-5#\">Region V FEMA office<\/a> to ensure they receive the full reimbursement for the cost-share adjustment.<\/p>\n<p>&nbsp;<\/p>\n<p><em>Herasanna Richards is a legislative associate handling energy, environmental, elections, and external municipal services for the League.
