{"id":5984,"date":"2018-04-17T08:54:41","date_gmt":"2018-04-17T12:54:41","guid":{"rendered":"http:\/\/blogs.mml.org\/wp\/inside208\/?p=5984"},"modified":"2018-04-17T08:54:41","modified_gmt":"2018-04-17T12:54:41","slug":"revenue-sharing-cuts-outlined-in-initial-housesenate-budget-plans","status":"publish","type":"post","link":"https:\/\/mml.org\/inside208\/2018\/04\/17\/revenue-sharing-cuts-outlined-in-initial-housesenate-budget-plans\/","title":{"rendered":"Revenue Sharing Cuts Outlined in Initial House\/Senate Budget Plans"},"content":{"rendered":"<p>As the Legislature returned from their Spring Recess\u00a0last week, initial subcommittee action on all but two Senate-originated budgets was completed.\u00a0 Each of the budget subcommittee reports are now awaiting action before their respective full Appropriations committees &#8211; <a href=\"http:\/\/www.house.mi.gov\/hfa\/PDF\/Bill%20Status.pdf\">http:\/\/www.house.mi.gov\/hfa\/PDF\/Bill%20Status.pdf<\/a>.<\/p>\n<p>The Senate General Government subcommittee met last week and reported their budget that includes revenue sharing.\u00a0 The subcommittee\u2019s report, drafted into <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2018-SB-0855\">Senate Bill 855<\/a>,\u00a0 matched the Governor\u2019s recommendation, removing the 2.5% increase cities, villages, and townships received this year, <a href=\"http:\/\/www.senate.michigan.gov\/sfa\/Departments\/DataCharts\/DCrev_RevShareMostRecentEstimates.pdf\">resulting in a $6.2 million cut to statutory revenue sharing<\/a> for the budget year that begins October first.\u00a0 While the CVT revenue sharing line was reduced, the Senate version retained the counties current year 1% increase (that the Governor had also recommended removing) and added another 1% to the county revenue sharing line item.\u00a0 This move was explained as a way to ensure \u201cfairness and stability\u201d across local unit types, since counties do not receive Constitutional revenue sharing payments.\u00a0 Estimates for sales tax growth related to Constitutional payments anticipate an additional\u00a03.1% next year for cities, villages, and townships, distributed on a per capita basis.\u00a0 You can read the League&#8217;s testimony to the Senate subcommittee here &#8211;\u00a0<a href=\"\/inside208\/wp-content\/uploads\/sites\/3\/2018\/04\/SenateGG.testimony.April2018.pdf\" rel=\"\">SenateGG.testimony.April2018<\/a>.<\/p>\n<p>The Senate\u2019s proposal is a marked difference from the version that the House subcommittee reported prior to the spring break (<a href=\"http:\/\/blogs.mml.org\/wp\/inside208\/2018\/03\/28\/spring-break-prompts-action-on-state-budget-other-bills\/\">http:\/\/blogs.mml.org\/wp\/inside208\/2018\/03\/28\/spring-break-prompts-action-on-state-budget-other-bills\/<\/a>).\u00a0 The House version found in <a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2018-HB-5567\">House Bill 5567<\/a> retained $3.1 million of this year\u2019s increased amount, but concurred with the Governor\u2019s recommendation to remove the county 1% increase in the current budget year.\u00a0 Even with the House&#8217;s removal of this year&#8217;s 1% increase, county revenue sharing payments remain above 100% of full funding.<\/p>\n<p>The full House Appropriations committee is <a href=\"http:\/\/www.legislature.mi.gov\/(S(c5tzzbka5o2rxt5eqqwid3lw))\/mileg.aspx?page=CommitteeMeetings\">scheduled to meet each day this week<\/a> to consider their various subcommittee reports.\u00a0 The full Senate Appropriations committee will follow suit as soon as their remaining subcommittee reports are finalized.<\/p>\n<p><strong>League members are urged to contact their <a href=\"http:\/\/www.senate.michigan.gov\/senatorinfo_list.html\">State Senator<\/a> and <a href=\"http:\/\/www.house.mi.gov\/MHRPublic\/frmFindaRep.aspx\">State Representative<\/a> to remind them of the revenue sharing cuts that cities and villages have endured over the past decade and ask them to retain the current year statutory revenue sharing funding levels for cities, villages and townships as the baseline moving forward.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><em>Chris Hackbarth is the League\u2019s director of state &amp; federal affairs.
