And if it fails? No one can guarantee a solution out of the state Legislature.<\/p>\n<p>That&#8217;s the simple message from the Michigan Municipal League&#8217;s <a href=\"http:\/\/www.mml.org\/newsroom\/about_bios.html#lamacchia\">John LaMacchia<\/a>, legislative associate, in his many speaking engagements, media interviews and community meetings about Proposal 1 in recent days, weeks and months. LaMacchia has been the League&#8217;s voice on Proposal 1 after the <a href=\"http:\/\/blogs.mml.org\/wp\/inside208\/2015\/01\/26\/league-board-unanimously-supports-michigan-road-funding-ballot-proposal\/\">League board unanimously endorsed<\/a> the road funding package in January.<\/p>\n<p>&#8220;The one thing that those for and against Proposal 1 agree on is the longer we take to come up with a transportation funding plan, the worse are roads are going to get,&#8221; LaMacchia said.<\/p>\n<p>If Proposal 1 passes,\u00a0it would guarantee, for the first time, that every penny we pay in state fuel taxes goes to transportation.<\/p>\n<p><a href=\"\/inside208\/wp-content\/uploads\/sites\/3\/2015\/02\/Bad-bridge-small-for-web.jpg\"><img decoding=\"async\" class=\"lazyload alignright size-full wp-image-4212\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27320%27%20height%3D%27240%27%20viewBox%3D%270%200%20320%20240%27%3E%3Crect%20width%3D%27320%27%20height%3D%27240%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"\/inside208\/wp-content\/uploads\/sites\/3\/2015\/02\/Bad-bridge-small-for-web.jpg\" alt=\"Bad-bridge-small-for-web\" width=\"320\" height=\"240\" \/><\/a>Lansing would no longer be able to divert taxes paid on gas to some other state program or service.<\/p>\n<p>Here is some additional information about what Proposal 1 would do:<\/p>\n<p><strong>Ballot Proposal:<\/strong><\/p>\n<ul>\n<li>Raises the sales tax from 6% to 7%<\/li>\n<li>Exempts sales tax from motor fuel<\/li>\n<li>Removes higher education funding from the School Aid Fund<\/li>\n<li>Dedicates a portion of the use tax to K-12 education<\/li>\n<\/ul>\n<p><strong>Statutory Changes Effective Only if Proposal 1 Passes<\/strong>:<\/p>\n<ul>\n<li>Increases the tax charged on motor fuel<\/li>\n<li>Eliminates the depreciation on vehicle registration fees<\/li>\n<li>Increase registration fees on the heaviest trucks<\/li>\n<li>Requires more competitive bidding and road warranties<\/li>\n<li>Restores the Earned Income Tax Credit to 20% of the federal level<\/li>\n<\/ul>\n<p><strong>Revenue Generated:<\/strong><\/p>\n<ul>\n<li><a href=\"http:\/\/www.mml.org\/pdf\/advocacy\/2015-MTF%20to%20Cities%20Villages%20After%20Fuel%20tax%20Change%20Assuming%20Passage%20of%20Ballot%20Proposal.pdf\"><span style=\"color: #0066cc\">$1.3 billion in new revenue for roads, bridges, and transit resulting in a 60% increase in funding to cities and villages<\/span><\/a><\/li>\n<li><a href=\"http:\/\/www.mml.org\/pdf\/advocacy\/2015-2-18-transportation-package-constit-revenue-sharing.pdf\"><span style=\"color: #0066cc\">An additional $100 million in Constitutional Revenue Sharing <\/span><\/a><\/li>\n<li>$300 million in new funding for the schools<\/li>\n<li>$260 million in tax relief through the Earned Income Tax Credit<\/li>\n<\/ul>\n<div id=\"attachment_4209\" style=\"width: 330px\" class=\"wp-caption alignleft\"><a href=\"\/inside208\/wp-content\/uploads\/sites\/3\/2015\/02\/Road-Construction-Workers-Macomb-County-small-for-web.jpg\"><img decoding=\"async\" aria-describedby=\"caption-attachment-4209\" class=\"lazyload size-full wp-image-4209\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27320%27%20height%3D%27221%27%20viewBox%3D%270%200%20320%20221%27%3E%3Crect%20width%3D%27320%27%20height%3D%27221%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"\/inside208\/wp-content\/uploads\/sites\/3\/2015\/02\/Road-Construction-Workers-Macomb-County-small-for-web.jpg\" alt=\"We would fix more roads instead of just fill potholes if Proposal 1 passes May 5.\" width=\"320\" height=\"221\" \/><\/a><p id=\"caption-attachment-4209\" class=\"wp-caption-text\">We would fix more roads instead of just fill potholes if Proposal 1 passes May 5.<\/p><\/div>\n<p>Fixing our roads will make them safer by repairing dangerous potholes and improving roadway design. Today, many drivers swerve to avoid dangerous potholes or lose control of their vehicles as a result of flat tires.<\/p>\n<p>According to <a href=\"http:\/\/www.tripnet.org\/docs\/MI_Transportation_By_The_Numbers_TRIP_Report_Jan_2014.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"text-decoration: underline\"><span style=\"color: #0066cc\">TRIP<\/span><\/span><\/a>, a national transportation research organization, roadway design is a contributing factor in about one-third of fatal traffic crashes.
