In a rare move, dozens of policy bills also advanced alongside the budget, as some lawmakers viewed this as possibly the last opportunity to send legislation to the Governor before the November election.<\/p>\n<p>This concluded several contentious weeks of negotiations between legislative leaders, ultimately producing a $75.2 billion budget (General Omnibus: <a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-SB-0878\">SB 878<\/a>), including a\u00a0general\u00a0fund total of\u202f$14.1\u202fbillion\u202fand a\u00a0school\u00a0aid\u00a0budget (<a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-HB-5630\">HB 5630<\/a>) totaling $19.8\u202fbillion. The final budget is smaller than last year&#8217;s, does not include tax increases, and does not tap the state&#8217;s rainy-day fund. All three were major priorities for the Speaker and represent significant wins for his caucus.<\/p>\n<p>Despite facing a budget shortfall of more than $1 billion, we were able to hold statutory revenue sharing flat this year. Total funding is $333 million for cities, villages, and townships, while counties will receive $291 million. Constitution continues to feel the effects of last year\u2019s transportation funding proposal and is down about 2%. We also successfully ensured that the $50 million in ongoing funding for public safety remained in the budget. Individual community estimates are not yet available, but we will share those as soon as they are provided by Treasury.<\/p>\n<p>Unfortunately, the Revenue Sharing Trust Fund was not included in the final budget. We will need to continue our advocacy efforts on this issue, and we appreciate the Senate&#8217;s efforts to try and move this forward and their unanimous support for the legislation.<\/p>\n<p>The budget also included $125 million to fund 135 legislatively directed spending items, many of which will directly benefit cities and villages across Michigan.<\/p>\n<p><strong><u>Budget Highlights<\/u><\/strong><\/p>\n<p>Beyond the issues most critical to local government, several additional budget highlights are included below as outlined by the governor&#8217;s office.<\/p>\n<p><strong>Saving Michiganders Money<\/strong><\/p>\n<ul>\n<li>$200 million to continue\u202ffree school meals\u202ffor all 1.4 million public school students, saving\u00a0families\u202faround\u202f$1,000 per year.<\/li>\n<\/ul>\n<ul>\n<li>Continuing\u202fthe Working Families Tax Credit, sending an average of\u202fnearly $3,900\u202fin tax relief to\u202f665,000 families.<\/li>\n<\/ul>\n<ul>\n<li>Rolling back the retirement tax completely,\u202fsaving 500,000 seniors an\u202faverage\u202fof\u202f$1,000\u202fa year.<\/li>\n<\/ul>\n<ul>\n<li>Continuing\u202ftax exemptions\u202fon:<\/li>\n<\/ul>\n<ul>\n<li>Tips\u202f(saving\u202f300,000 workers\u202f$400 a year),<\/li>\n<li>Overtime\u202f(saving\u202f500,000 workers $500 a year),<\/li>\n<li>Social Security\u202f(saving\u202f40,000 seniors $500 a year)<\/li>\n<\/ul>\n<ul>\n<li>$5\u00a0million for water affordability, helping families pay their bills and avoiding water shut offs.<\/li>\n<li>$5 million for weatherization to help families lower their utility bills.<\/li>\n<\/ul>\n<p><strong>Every Kid Reads, Eats,<\/strong><strong>\u202fand Succeeds<\/strong><strong>\u202f<\/strong><\/p>\n<p>The budget\u00a0includes\u00a0targeted\u00a0funding\u00a0to help every child read. Additionally, the\u00a0budget\u00a0continues record investments in education.<\/p>\n<p><em>Literacy<\/em><\/p>\n<ul>\n<li>$502\u202fmillion\u202fto support student literacy and achievement:<\/li>\n<li>$96.1\u202fmillion\u202fto make free pre-K for all available to an estimated 68,000 children through the Great Start Readiness program.<\/li>\n<li>$135 million to\u202fsupport students and parents\u202fwith expanded before-\u202fand after-school programming.<\/li>\n<li>$50\u00a0million for high-impact tutoring to provide students with individualized, structured, evidence-based interventions, helping them catch up and get back on track.<\/li>\n<li>$50\u00a0million to provide grants to school districts,\u202fhelping\u202fthem\u202fpurchase\u202fand implement high-quality literacy<\/li>\n<li>$75\u00a0million to continue implementing LETRS training, which\u202ftrains educators in the\u202f\u201cscience of reading\u201d\u2014including strategies like phonics\u2014 as an instructional method\u202ffor use\u202fin classrooms<\/li>\n<li>$33 million to fund regional support for families of young children and expand the Michigan Learning Channel.<\/li>\n<li>$10.5 million to hire\u202fadditional\u202fregional literacy coaches who\u202fassist\u202fteachers in developing and implementing instructional strategies for pupils in grades pre-K to 5.\u202fWith this increase, total funding for literacy coaches is $52.5 million which supports 420 coaches across the state, an increase of 327 coaches since the Governor took office.<\/li>\n<li>$7.6 million to support\u202fLiteracy Essentials and comprehensive professional learning about the science of reading for educators at all grade levels.<\/li>\n<li>$9.6 million to support adult education.<\/li>\n<\/ul>\n<p><em>K-12 Education<\/em><\/p>\n<ul>\n<li>$325\u202fmillion to support school operations through a\u202f2.5% increase in base per-pupil funding\u2014an\u202fadditional\u202f$250\u202fper student, for a total of $10,300\u202fper pupil.<\/li>\n<\/ul>\n<ul>\n<li>$123\u202fmillion to continue expanded support for special education students.<\/li>\n<\/ul>\n<ul>\n<li>$278\u202fmillion,\u202fto provide\u00a0a 20%\u202fincrease in funding to support academically at-risk students\u00a0and\u00a0English language learners,\u00a0and a 10% increase in funding to support\u00a0career and technical education students, and students in rural school districts.\u00a0This budget moves to a true weighted foundation allowance formula that recognizes that higher-needs\u00a0students\u00a0require\u00a0more resources.<\/li>\n<\/ul>\n<ul>\n<li>Up to\u00a0$321\u00a0million\u202fto support student wellness through continuation of mental health and safety grants to districts.<\/li>\n<\/ul>\n<ul>\n<li>$125 million to reimburse\u202fdistricts\u202ffor\u202ftransportation\u202fcosts.<\/li>\n<\/ul>\n<ul>\n<li>$30 million\u202fto\u202fsupport\u202fearly learning partnerships.<\/li>\n<\/ul>\n<ul>\n<li>$40\u00a0million to reimburse eligible districts for dual enrollment costs,\u202fincentivizing\u202fdistricts to encourage more students to pursue college credit while still in high school.<\/li>\n<li>$2.4\u00a0million increase for Early On\u202fservices.<\/li>\n<\/ul>\n<p><em>Higher Education<\/em><em>\u202f<\/em><\/p>\n<ul>\n<li>$2.2\u202fbillion\u202fto\u202fsustain\u202funiversity and community college operations\u2014advancing\u202fMichigan\u2019s Sixty by 30 goal of having 60% of working adults with a degree or skills certificate by 2030.<\/li>\n<\/ul>\n<ul>\n<li>$532 million for the Michigan Achievement Scholarship, which provides a tuition free pathway for full-time community college students through the community college guarantee, and up to\u202f$27,500\u202ffor\u202ffull-time students\u202fat public or private 4-year universities.<\/li>\n<\/ul>\n<ul>\n<li>$25\u00a0million\u00a0to support\u00a0expanding\u00a0Michigan Reconnect to adult learners ages 21 and older, giving adult learners a tuition-free pathway to earn an associate degree or skilled trades certificate.<\/li>\n<li>$1.3 billion\u00a0in total capital outlay\u00a0project authorizations\u00a0for\u00a027\u00a0of the state\u2019s higher education institutions,\u00a0with a state cost participation of $524.3 million.<\/li>\n<\/ul>\n<p><strong>Protecting<\/strong><strong>\u202fMedicaid<\/strong><strong>\u202f<\/strong><\/p>\n<p>The budget\u00a0funds initiatives\u00a0to protect access to\u00a0health care\u00a0and ensure the future sustainability of Medicaid, including:<\/p>\n<p><em>Protecting Medicaid<\/em><\/p>\n<ul>\n<li>$185\u202fmillion\u202fto stabilize Medicaid\u202ffunding,\u202fprotecting access to health care for eligible Michiganders through\u00a0efficiency\u202fsavings\u202fidentified\u202fin collaboration with stakeholders\u202fto\u202faddress costs,\u202fincrease\u00a0accountability\u202fand\u00a0align\u00a0resource effectiveness while\u00a0maintaining\u00a0sustainability of services.<\/li>\n<\/ul>\n<p><em>Implementing H.R. 1<\/em><\/p>\n<ul>\n<li>$184.3\u202fmillion\u202fgeneral fund\u00a0to prepare our state to meet\u202fnew federal requirements:<\/li>\n<li>$94.3\u00a0million in increased SNAP administrative cost-sharing,\u202fwhich\u202fincreased from 50% to 75%.<\/li>\n<li>$40\u00a0million for staffing, administration, and\u202fimplementation\u202foversight efforts.<\/li>\n<li>$31.5\u00a0million\u202fin workforce investments\u202fto\u202fhelp Michiganders\u202fmaintain\u202faccess to\u202fhealthcare and SNAP, including\u202ffunding\u00a0for workforce training and expansion of\u202fregistered apprenticeship opportunities.<\/li>\n<li>$20 million, in a\u00a0supplemental,\u00a0for community health navigators to help individuals\u00a0who are subject to new eligibility requirements\u00a0demonstrate\u00a0compliance and maintain coverage.<\/li>\n<\/ul>\n<p><em>Supporting Healthy Communities<\/em><\/p>\n<ul>\n<li>$351.9\u202fmillion to\u00a0maintain\u202fdirect care worker wages, consistent with the\u202fJan.\u202f1,\u202f2027,\u202fand prior year\u202fstatewide\u202fminimum wage\u202fincreases\u202fand provide paid sick leave.<\/li>\n<\/ul>\n<ul>\n<li>$31\u202fmillion\u00a0general fund&#8211;$25\u00a0million\u00a0ongoing\u00a0and\u00a0$6\u00a0million\u00a0one-time&#8211;to expand behavioral health care and\u202fcapacity\u202fthrough the new state psychiatric hospital, which is\u202fanticipated\u202fto open\u202fin October\u00a02026.<\/li>\n<\/ul>\n<ul>\n<li>$116.2\u00a0million\u202fin\u202ffunding to continue the Healthy Moms, Healthy Babies program which helps new and expectant mothers receive the care they need and reduce racial disparities in infant and maternal mortality.<\/li>\n<\/ul>\n<ul>\n<li>$10\u00a0million\u202fto\u202fsupport nursing home staffing and\u202fimprove\u202fcare for nursing\u202fhome residents.<\/li>\n<li>$1.3 million\u00a0investment in the autism navigator program to help individuals with autism and their families.<\/li>\n<\/ul>\n<p><strong>Fixing Michigan\u2019s Roads<\/strong><\/p>\n<p>The budget\u00a0continues\u00a0fixing\u00a0state and local\u00a0roads\u00a0across Michigan, powered by the roads deal\u00a0signed into law last fall alongside the FY26 budget. This budget includes:<\/p>\n<ul>\n<li>$52.7M\u00a0additional\u00a0for\u00a0roads and bridges.<\/li>\n<\/ul>\n<ul>\n<li>$123.8\u00a0million increase\u202fin state and federal support for transit and rail programs,\u202fincluding\u202fa\u00a0$33.4\u00a0million increase in Local Bus Operating\u202fassistance\u202ffor local transit agencies.<\/li>\n<li>$16.5 million\u00a0to support a critical\u00a0highway rail grade\u00a0crossing project in Trenton.<\/li>\n<\/ul>\n<p><strong>Creating Jobs &amp; Growing the Economy<\/strong><strong>\u202f<\/strong><\/p>\n<p>The budget\u00a0makes\u00a0investments to create good-paying jobs, continue to grow and diversify Michigan\u2019s economy,\u202fand build stronger, more vibrant communities, including:<\/p>\n<p><em>Growing Our Economy<\/em><\/p>\n<ul>\n<li>$68.5\u00a0million\u00a0in funding\u00a0for\u00a0Michigan\u00a0small business, community growth, and entrepreneurship.<\/li>\n<\/ul>\n<ul>\n<li>$9\u00a0million in continued funding for the Pure Michigan campaign.<\/li>\n<\/ul>\n<ul>\n<li>$2\u00a0million to promote Michigan as a destination for\u202fspecial events, including national conventions, conferences,\u00a0and\u00a0major sporting\u202fcompetitions.<\/li>\n<\/ul>\n<ul>\n<li>$5.3\u00a0million to coordinate port activity, administer grants, and position Michigan to attract federal and private investment through the establishment of a Maritime and Port Facility Office.<\/li>\n<\/ul>\n<ul>\n<li>$2.3\u00a0million for the Office of Rural Prosperity to support\u00a0economic\u00a0growth and infrastructure projects in rural communities.<\/li>\n<li>$4\u202fmillion for the Rural Development Fund Grant Program to expand grant opportunities that enhance rural community infrastructure.<\/li>\n<\/ul>\n<p><em>High-Tech Jobs<\/em><\/p>\n<ul>\n<li>$15.9\u00a0million\u202fto support\u202fMichigan science, technology, engineering, and mathematics (MiSTEM)\u00a0programs.<\/li>\n<\/ul>\n<ul>\n<li>$1\u00a0million investment supporting the Office of Future Mobility and Electrification, advancing aviation and\u202fdrone\u202finitiatives.<\/li>\n<\/ul>\n<ul>\n<li>$3.5\u00a0million to grow the maritime manufacturing sector and strengthen the state\u2019s defense industry.<\/li>\n<li>$3.5\u202fmillion to support the Michigan Office of Defense and Aerospace Innovation.<\/li>\n<\/ul>\n<p><em>Workforce Development<\/em><\/p>\n<ul>\n<li>$35 million to attract, recruit,\u00a0retain, and support\u00a0high-quality professionals in our early childhood education workforce.<\/li>\n<\/ul>\n<ul>\n<li>$14.5\u00a0million for Going Pro\u00a0to help Michigan employers train and\u00a0retain\u00a0workers.<\/li>\n<\/ul>\n<ul>\n<li>$152.2\u00a0million in continued support for Michigan Rehabilitation Services, to help individuals with disabilities prepare for, obtain, and\u202fmaintain\u202femployment.<\/li>\n<li>$2.3\u00a0million to continue the Community and Worker Economic Transition program.<\/li>\n<\/ul>\n<p><em>Vibrant Communities<\/em><\/p>\n<ul>\n<li>$50\u00a0million for the Michigan\u00a0Housing\u00a0and Community Development Fund to continue supporting the affordable housing needs of low-income households and\u202frevitalization of\u202fneighborhoods and\u202fdowntowns.<\/li>\n<\/ul>\n<ul>\n<li>$8\u00a0million to\u202fsupport arts and cultural institutions that\u202fmake Michigan\u202fcommunities unique and desirable places to work, live and raise a family.<\/li>\n<\/ul>\n<ul>\n<li>$1.5 million to preserve\u00a0and enhance Michigan\u2019s designated museums, ensuring educational opportunities and public access to the state\u2019s cultural and historical treasures.<\/li>\n<li>$750,000\u00a0for the Rural Heritage Partnership Program, which repairs and improves qualified historic buildings in development.<\/li>\n<\/ul>\n<ul>\n<li>$217.9\u202fmillion\u202fto clean up\u202fcontaminated\u202fsites.<\/li>\n<\/ul>\n<ul>\n<li>$24 million for dam safety\u00a0improvement grants and increased oversight\u00a0of Michigan\u2019s\u00a02,552 dams.<\/li>\n<\/ul>\n<ul>\n<li>$10.6\u00a0million for environmental stewardship through the Michigan Agriculture Environmental Assurance Program to promote sustainable farming practices.<\/li>\n<\/ul>\n<ul>\n<li>$2.3\u00a0million for the qualified forest program.<\/li>\n<\/ul>\n<ul>\n<li>$6.5\u00a0million to\u202facquire\u202fproperty\u202fin &amp;<\/strong><strong>\u202fEfficient<\/strong><strong>\u202fState Government<\/strong><strong>\u202f<\/strong><\/p>\n<p>To ensure\u202fgovernment\u202feffectively and efficiently serves\u202fall residents, the budget includes funding to modernize state government, including:<\/p>\n<ul>\n<li>$35\u00a0million\u202ffor\u202fcontinued investment in the Information Technology Investment Fund (ITIF) to modernize state systems and improve service delivery.<\/li>\n<\/ul>\n<ul>\n<li>$15.3\u00a0million for the statewide\u202fjudicial case management system, as trial\u202fcourts continue to\u202fjoin the system.<\/li>\n<\/ul>\n<ul>\n<li>$29.4\u00a0million\u202ffor the Department of Civil Rights\u00a0to investigate alleged discrimination, secure the equal protection of civil rights, and promote voluntary compliance with civil rights laws.<\/li>\n<li>$509,000\u00a0to enhance the state\u2019s firefighter training and storage tank safety inspection programs.<\/li>\n<\/ul>\n<p><strong><u>Policy Highlights<\/u><\/strong><\/p>\n<p>Over 50 policy bills were passed by the House and Senate and sent to the Governor. (Sunset extension)<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0722\">SB 722<\/a>: Modifies the commercial rehabilitation act. (Sunset extension)<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-SB-0723\">SB 723<\/a>: Modifies the transformational brownfield plan.<\/li>\n<\/ul>\n<ul>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-SB-0966\">SB 966<\/a>: Provides for a low-income housing tax credit.<\/li>\n<\/ul>\n<ul>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-HB-5570\">HB 5570<\/a>: Allows single exit stairway in multiple-family dwellings under certain conditions.<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-HB-5571\">HB 5571<\/a>: Allows single exit stairway in multiple-family dwellings with not more than 6 levels under certain conditions.<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-HB-5806\">HB 5806<\/a>: Creates the housing opportunity tax credits.<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2026-HB-5807\">HB 5807<\/a>: Provides for housing opportunity credits against the retaliatory tax.<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-HB-5232\">HB 5232<\/a>: Modifies local unit of government\u2019s option to provide paid leave for military active service to reflect mandatory paid leave for certain members of law enforcement agencies and fire departments.<\/li>\n<li><a href=\"https:\/\/www.legislature.mi.gov\/Bills\/Bill?ObjectName=2025-HB-5233\">HB 5233<\/a>: Provides paid military leave for certain members of a fire department or law enforcement agency.<\/li>\n<\/ul>\n<p>A couple of weeks ago, we issued a statement expressing our opposition to including major property tax reform and zoning preemption legislation as part of the budget negotiations. We are pleased to report that neither of these proposals was included in the final agreement. However, both issues are likely to continue receiving attention throughout the remainder of the year, and we must remain vigilant in our advocacy efforts.<\/p>\n<p><strong><u>What\u2019s Next?<\/u><\/strong><\/p>\n<p>With the budget now complete, the Legislature will shift its focus to the campaign trail. The August primary is roughly one month away, and the November general election will be here before we know it.
