The\u202frecommendation totals\u202f$88.1\u202fbillion, including a general fund total of\u202f$13.6\u202fbillion\u202fand a school aid budget\u202ftotaling $21.4\u202fbillion.<\/p>\n<p>There are significant pressures on this year\u2019s budget that are creating a $1.8B gap in funding. To address these pressures, the governor is proposing a three-part strategy to address this gap.<\/p>\n<ol>\n<li>$630M in reductions, efficiencies and redirection of existing revenue.<\/li>\n<li>$400M in reserves from the state\u2019s rainy day fund.<\/li>\n<li>$780M in new revenue.<\/li>\n<\/ol>\n<p>In the face of ongoing budget pressures, it remains imperative that local governments receive stable and predictable funding from the state as they work to provide essential services. This budget proposal holds statutory revenue sharing harmless for cities, villages, and townships, maintaining funding at the current level of $333 million. Constitutional revenue sharing is projected at approximately $1.045 billion.<\/p>\n<p>While overall sales tax collections \u2014 which fund constitutional revenue sharing \u2014 are increasing, the total available for distribution is lower than it otherwise would have been due to changes enacted last year as part of the road funding plan. Treasury has released updated projections which are available <a href=\"https:\/\/www.michigan.gov\/treasury\/-\/media\/Project\/Websites\/treasury\/ORTA\/Constitutional-Revenue-Sharing\/FY-2026\/FY2026FY2027RevenueSharing_20260211.pdf\">here<\/a>.<\/p>\n<p>The Governor is also proposing an ongoing tax credit to provide property tax relief for seniors. This represents the first substantive policy proposal related to property tax reform and is likely to shape future discussions. Importantly, the proposal would not impact local budgets and would be funded by the state.<\/p>\n<p>The release of the Governor\u2019s budget marks only the first step in the process. Both the House and Senate will put forward their own proposals, and negotiations will ultimately determine the final outcome. Money<\/strong><strong>\u202f<\/strong><\/p>\n<ul>\n<li>Providing\u202fproperty tax relief to\u202f335,000 seniors, saving\u202fhouseholds\u202fan\u202faverage of $345 a year\u202fthrough an expanded\u202ftax\u202fcredit\u202fthat refunds approximately 10% of their property taxes.<\/li>\n<\/ul>\n<ul>\n<li>Establishing\u202fa \u201cback to school\u201d\u202fsales tax holiday,\u202fsaving families money\u202fas\u202fthey shop for school supplies,\u202fclothes, and certain electronics.<\/li>\n<\/ul>\n<ul>\n<li>Continuing\u202fthe Working Families Tax Credit,\u00a0sending\u00a0an average of\u202fnearly $3,900\u202fin tax relief to\u202f665,000\u00a0families.<\/li>\n<\/ul>\n<ul>\n<li>Rolling back the retirement tax completely,\u202fsaving 500,000 recommendation\u202falso proposes\u202fmaking\u202ffree school meals\u202fpermanent in state law.<\/li>\n<\/ul>\n<p><strong>Every Kid Reads, Eats,<\/strong><strong>\u202fand Succeeds<\/strong><strong>\u202f<\/strong><\/p>\n<p><em>Literacy<\/em><\/p>\n<ul>\n<li>$625\u202fmillion\u202fto support student literacy and achievement,\u202fthe largest one-time literacy investment ever,\u202fincluding\u00a0starting early, training teachers, adopting proven curriculum, and getting kids the extra help they need:<\/li>\n<\/ul>\n<ul>\n<li>$181.1\u202fmillion\u202fto make free pre-K for all available to an estimated 68,000 children through the Great Start Readiness program,\u202fsaving families $14,000 per year.<\/li>\n<\/ul>\n<ul>\n<li>$135 million to\u202fsupport students and parents\u202fwith expanded\u00a0before-\u202fand after-school programming.<\/li>\n<\/ul>\n<ul>\n<li>$100 million for high-impact tutoring to provide students with individualized, structured, evidence-based interventions, helping them catch up and get back on track.<\/li>\n<\/ul>\n<ul>\n<li>$100 million to provide grants to school districts,\u202fhelping\u202fthem\u202fpurchase\u202fand implement high-quality literacy\u202fprograms.<\/li>\n<\/ul>\n<ul>\n<li>$50 million to continue implementing LETRS training, which\u202ftrains educators in the\u202f\u201cscience of reading\u201d\u2014including strategies like phonics\u2014\u00a0as an instructional method\u202ffor use\u202fin classrooms\u202fstatewide.<\/li>\n<\/ul>\n<ul>\n<li>$33 million to fund regional support for families of young children and expand the Michigan Learning Channel.<\/li>\n<\/ul>\n<ul>\n<li>$10.5 million to hire\u202fadditional\u202fregional\u00a0literacy coaches who\u202fassist\u202fteachers in developing and implementing instructional strategies for pupils in grades pre-K to 5.\u202fWith this increase, total funding for literacy coaches is $52.5 million which supports 420 coaches across the state, an increase of 327 coaches since the Governor took office.<\/li>\n<\/ul>\n<ul>\n<li>$7.6 million to support\u202fLiteracy Essentials and comprehensive professional learning about the science of reading\u00a0for educators at all grade levels.<\/li>\n<\/ul>\n<ul>\n<li>$7.6 million to support adult education and\u00a0help more Michiganders get good-paying jobs.<\/li>\n<\/ul>\n<p><em>K-12 Education<\/em><\/p>\n<ul>\n<li>$325\u202fmillion to support school operations through a\u202f2.5% increase in base per-pupil funding\u2014an\u202fadditional\u202f$250\u202fper student, for a total of $10,300\u202fper pupil.\u202fThe\u202fper-pupil funding\u202frecommendation\u202frepresents\u202fa\u202f31% increase since the Governor\u202ftook office. These funds are invested into every student, in every school, to lower class sizes, buy new textbooks, and install the latest equipment in classrooms and science labs.<\/li>\n<\/ul>\n<ul>\n<li>$200 million to continue free school meals\u202ffor all 1.4 million public school students, saving families\u202faround\u202f$1,000 per year, per child, and valuable time every morning.\u202fThe\u202fbudget recommendation\u202falso proposes\u202fmaking\u202ffree school meals\u202fpermanent in state law.<\/li>\n<\/ul>\n<ul>\n<li><em>This line item is also included above, in the Saving Michiganders Money Plan.<\/em><\/li>\n<\/ul>\n<ul>\n<li>$123\u202fmillion to continue expanded support for special education students \u2013 a\u202f7.3% increase in the state allocation.<\/li>\n<\/ul>\n<ul>\n<li>$90\u202fmillion, a 6% increase,\u202fto provide an\u202fincrease in funding to support academically at-risk students, English language learners, career and technical education students, and students in rural school districts.<\/li>\n<\/ul>\n<ul>\n<li>$300 million\u202fto support\u00a0student\u00a0wellness\u00a0through continuation of mental health and safety grants to districts.\u202fThe recommendation\u202frepresents\u202fa twelvefold increase in\u202fmental\u202fhealth and safety funding since the Governor took office.<\/li>\n<\/ul>\n<ul>\n<li>$125 million to reimburse\u202fdistricts\u202fwith\u202fexorbitant\u202ftransportation\u202fcosts,\u202fallowing them\u202fto devote more resources to the classroom.<\/li>\n<\/ul>\n<ul>\n<li>$30 million\u202fto\u202fsupport\u202fearly learning partnerships, ensuring students and families access\u202fto\u202fhigh-quality early learning and updated GSRP programs statewide.<\/li>\n<\/ul>\n<ul>\n<li>$20 million to reimburse eligible districts for dual enrollment costs,\u202fincentivizing\u202fdistricts to encourage more students to pursue college credit while still in high school.<\/li>\n<\/ul>\n<ul>\n<li>$1.5 million increase for Early On\u202fservices, bringing total funding to $25.1 million.\u202fEarly On is Michigan\u2019s system that connects families of infants and toddlers from birth to age three who have, or are at risk for, developmental delays or disabilities with coordinated social, health, and educational services to support early development.<\/li>\n<\/ul>\n<p><em>Higher Education<\/em><em>\u202f<\/em><\/p>\n<ul>\n<li>$2.2\u202fbillion\u202fto\u202fsustain\u202funiversity and community college operations\u2014advancing\u202fMichigan\u2019s\u00a0Sixty by 30\u00a0goal of\u00a0having\u00a060% of working adults\u00a0with a\u00a0degree or skills certificate by 2030.<\/li>\n<\/ul>\n<ul>\n<li>$532 million, and more than $1.8 billion to date, for the Michigan Achievement Scholarship, which provides a tuition free pathway for full-time community college students through the community college guarantee, and up to\u202f$27,500\u202ffor\u202ffull-time students\u202fat public or private 4-year universities.\u202fMore than\u202f106,300\u202fstudents have been\u202fawarded\u202fthe Michigan Achievement Scholarship\u202fsince its\u202finception\u202fin\u202f2024,\u202fand 128,000 students are expected to\u202fbenefit\u202feach year\u202fonce the program is fully implemented.<\/li>\n<\/ul>\n<ul>\n<li>$67 million\u00a0to expand Michigan Reconnect to\u00a0adult learners ages 21 and older, giving adult learners a tuition-free pathway to earn an associate degree or skilled trades certificate.\u202fMore than 66,500 students have enrolled in community college with Michigan Reconnect since it was created in 2021.<\/li>\n<li>$60\u202fmillion for ITEMS funding\u202fto\u202fsupport infrastructure, technology, equipment, maintenance, and safety improvements\u202fat the state\u2019s\u202fcommunity colleges and public universities.<\/li>\n<\/ul>\n<p><strong>Protecting<\/strong><strong>\u202fMedicaid<\/strong><strong>\u202f<\/strong><\/p>\n<ul>\n<li>$780.4\u202fmillion\u202fto stabilize Medicaid\u202ffunding,\u202fprotecting access to health care for eligible Michiganders through revenue\u202fgenerated from\u202fa\u202fmix of funding mechanisms, including:<\/li>\n<\/ul>\n<ul>\n<li>$232 million from\u202fbringing\u202fMichigan\u2019s tobacco tax rate\u202fin line\u202fwith other\u202fGreat Lakes\u202fstates.<\/li>\n<\/ul>\n<ul>\n<li>$73.6 million from taxing vaping and non-tobacco nicotine products similarly to other tobacco products.<\/li>\n<\/ul>\n<ul>\n<li>$282 million\u202ffrom a\u202ftax on\u202fdigital\u202fadvertising\u202facross all media platforms.<\/li>\n<\/ul>\n<ul>\n<li>$192.8\u202fmillion from\u202fupdating the state\u2019s\u202finternet gaming, sports betting,\u202fand online gaming\u202ftax structure.<\/li>\n<\/ul>\n<ul>\n<li>$150\u202fmillion\u202fin\u202fefficiency\u202fsavings\u202fidentified\u202fin collaboration with stakeholders\u202fto\u202faddress costs,\u202faccountability\u202fand resource effectiveness while maintaining sustainability of services.<\/li>\n<\/ul>\n<p><strong><em>Implementing H.R. 1 (One Big Beautiful Bill Act)<\/em><\/strong><\/p>\n<ul>\n<li>$186.6\u202fmillion\u202fto\u00a0prepare our state to meet\u202fnew, burdensome\u00a0federal\u00a0requirements that make it harder to access food and health care:<\/li>\n<\/ul>\n<ul>\n<li>$94.3 million in increased SNAP administrative cost-sharing,\u202fwhich\u202fincreased from 50% to 75%.<\/li>\n<\/ul>\n<ul>\n<li>$60.3 million for staffing, administration, and\u202fimplementation\u202foversight efforts\u202fto\u202fcomply with\u202fnew federal requirements\u202fand support beneficiaries.<\/li>\n<\/ul>\n<ul>\n<li>$30 million\u202fin workforce investments\u202fto\u202fhelp Michiganders\u202fmaintain\u202faccess to\u202fhealthcare and SNAP, including\u202f$25 million for workforce training and $5 million\u202fto expand\u202fregistered apprenticeship opportunities.<\/li>\n<\/ul>\n<ul>\n<li>$2 million to\u202fcreate a\u202fdata-sharing\u202fplatform to\u202fmeet new federal H.R.1 requirements for Medicaid and\u202fSNAP\u202fwhile streamlining verification and ensuring efficient compliance.<\/li>\n<\/ul>\n<p><strong><em>Supporting Healthy Communities<\/em><\/strong><strong>\u202f\u00a0<\/strong><\/p>\n<ul>\n<li>$351.8\u202fmillion to preserve\u202fand raise\u202fdirect care worker wages, consistent with the\u202fJan.\u202f1,\u202f2027\u202fand prior year\u202fstatewide\u202fminimum wage\u202fincreases\u202fand provide paid sick leave.<\/li>\n<\/ul>\n<ul>\n<li>$21.4\u202fmillion\u202fdirected to\u202fcancer\u202fprevention, smoking and\u202fvaping\u00a0cessation, and\u00a0mental\/behavioral health support\u202ffor Michigan children through\u202fthe\u202fHealthy\u202fMichigan Fund\u202ffrom a\u202fportion\u202fof\u202fvape tax revenues.<\/li>\n<\/ul>\n<ul>\n<li>$72.2\u202fmillion to expand behavioral health care and\u202fcapacity\u202fthrough the new state psychiatric hospital, which is\u202fanticipated\u202fto open\u202fin October.<\/li>\n<\/ul>\n<ul>\n<li>$20\u202fmillion\u202fin\u202fongoing\u202fTANF\u202ffunding\u202fto continue support for Rx Kids,\u202fensuring families have the care and stability they need during the critical\u202fearly stages\u202fof life. Rx Kids has helped more\u00a0than\u202f4,290\u202fbabies\u202fand their families\u202fsince 2024.\u202fIn\u202ftotal,\u202f$286.5 million\u202fin\u00a0state funds\u00a0have\u202fbeen\u202finvested in\u202fRX\u202fKids\u202fsince 2024.<\/li>\n<\/ul>\n<ul>\n<li>$116.2\u202fmillion\u202fin\u202ffunding to continue the Healthy Moms, Healthy Babies program which helps new and expectant mothers receive the care they need and reduce racial disparities in infant and maternal mortality.\u202fThe program has\u202fsupported\u202fmore than\u202f313,100\u202ffamilies\u202fsince 2020.<\/li>\n<\/ul>\n<ul>\n<li>$30 million in continued funding to support crime victims\u202fin light of\u202fdeclining federal funds\u200b.<\/li>\n<\/ul>\n<ul>\n<li>$10 million\u202fto\u202fsupport nursing home staffing and\u202fimprove\u202fcare for nursing\u202fhome residents.<\/li>\n<\/ul>\n<ul>\n<li>$2 million investment in the autism navigator program to help individuals with autism and their families.<\/li>\n<\/ul>\n<p><strong>Fixing Michigan\u2019s Roads<\/strong><strong>\u202f\u00a0<\/strong><\/p>\n<ul>\n<li>$5.8 billion for\u202froads, to save drivers time behind the wheel and money on repairs, while also supporting an estimated 30,500\u00a0good-paying construction\u202fjobs\u202fannually.<\/li>\n<\/ul>\n<ul>\n<li>$1.6\u202fbillion\u202fin\u202fnew\u202fsustainable\u202ffunding to\u202fimprove\u202fstate and local roads; funding will be $2 billion\u202fannually\u202fwhen\u202ffully\u202fimplemented\u202fin\u202fFY30.<\/li>\n<\/ul>\n<ul>\n<li>$100 million to repair and replace local bridges.<\/li>\n<\/ul>\n<ul>\n<li>$100 million for public transit, including new transformational projects and local bus operations.<\/li>\n<\/ul>\n<ul>\n<li>$40 million for rail grade separation projects to improve safety and reduce traffic congestion.<\/li>\n<\/ul>\n<ul>\n<li>$481 million\u202fincrease for roads\u202fand\u202fbridges, with\u202fmore than two-thirds supporting\u202flocal roads.<\/li>\n<\/ul>\n<ul>\n<li>$130.8 million increase\u202fin state and federal support for transit and rail programs,\u202fincluding\u202fa $43.4 million increase in Local Bus Operating\u202fassistance\u202ffor local transit agencies.\u202fThis adds to the $44.9 million\u202fFY26 increase for Local Bus Operating approved\u202flast fall, for a total of $315 million\u202f\u2013\u202fa combined 39% increase.<\/li>\n<\/ul>\n<p><strong>Creating Jobs &amp; Growing the Economy<\/strong><strong>\u202f<\/strong><\/p>\n<p><em>Growing Our Economy<\/em><\/p>\n<ul>\n<li>$150\u202fmillion to\u202finvest in public infrastructure and\u202fprepare sites\u202fin Michigan for future development or redevelopment, creating a statewide inventory of development-ready sites to attract investment\u202fand create jobs.<\/li>\n<\/ul>\n<ul>\n<li>$59.4 million to continue business attraction and community revitalization programs to incentivize job creation, investment and revitalize blighted properties. These changes will allow the $50 million ongoing investment to be used for a broader range of projects including neighborhood revitalization and infill housing development and better meet the acute housing needs facing the state.\u202fMSHDA has invested over\u202f$9.7\u202fbillion\u202fin 67,220 housing units since FY20.<\/li>\n<\/ul>\n<ul>\n<li>$10 million increase\u202fto\u202fsupport arts and cultural institutions that\u202fmake Michigan\u202fcommunities unique and desirable places to work, live and raise a family.\u202fSince 2019, $82 million has helped just over 1,580 arts and cultural organizations host events,\u00a0exhibitions\u00a0and programs, enriching communities across Michigan.<\/li>\n<\/ul>\n<ul>\n<li>$1.5 million to preserve and enhance Michigan\u2019s designated museums, ensuring educational opportunities and public access to the state\u2019s cultural and historical treasures.<\/li>\n<\/ul>\n<ul>\n<li>$750,000 for the Rural Heritage Partnership Program, which repairs and improves qualified historic buildings in small, rural communities statewide.<\/li>\n<\/ul>\n<p><strong>Keeping Communities Safe <\/strong><\/p>\n<p><em>Protecting Public Safety<\/em><\/p>\n<ul>\n<li>$1.7 billion to sustain revenue sharing to help counties, cities, villages, and townships ensure public safety and improve the quality of life for residents.<\/li>\n<\/ul>\n<ul>\n<li>$85 million for offender success\u202fservices, programming, and\u202feducation to\u00a0foster offenders\u2019 personal\u00a0success,\u202fcontribute\u202fto a grants,\u202fstrengthening\u202flocal veteran services and ensuring\u202fequitable\u202faccess to benefits across Michigan.<\/li>\n<\/ul>\n<p><em>Safeguarding Our<\/em><em>\u202fAir, Land and Water<\/em><\/p>\n<ul>\n<li>$42.4\u202fmillion for drinking water and environmental health programs to safeguard public health.\u202fSince 2019, $21.3 million has\u202fsupported\u202finitiatives that\u202fmonitor\u202fwater quality.<\/li>\n<\/ul>\n<ul>\n<li>$29.4\u202fmillion\u202fto\u202fupdate and\u202fmaintain\u202fthe\u202fMichigan Department\u202fof Natural Resource\u2019s fisheries system, invasive species controls, and expand outdoor access.<\/li>\n<\/ul>\n<ul>\n<li>$24.6\u202fmillion\u202finvestment\u202fin\u202foff-road trails improvements, and harbor and waterway upgrades and development.<\/li>\n<\/ul>\n<ul>\n<li>$80\u202fmillion\u202fto clean up\u202fcontaminated\u202fsites\u202fand deposit funds in the Renew Michigan Fund, bringing Michigan in line with other Midwest
