The State-Subdivision Agreement created a Special Circumstances Fund to address special circumstances of the opioid epidemic not captured by the metrics used to calculate the local government\u2019s allocation percentage.<\/p>\n

As defined by the State-Subdivision Agreement, local governments may apply for additional opioid abatement funding to address a special circumstance of the opioid epidemic not captured by the metrics used to calculate the local government\u2019s allocation percentage. The current metrics can be viewed here: Negotiation Class Metrics<\/a>. The deadline for applying is November 10, 2023.<\/strong><\/p>\n

Please note that if you hire an attorney to complete your application, your Local Government is responsible for those attorney fees.<\/p>\n

If your Local Government wishes to apply to the Special Circumstances Fund, you must:<\/p>\n

    \n
  1. Prepare a written statement of no more than 15 double-spaced pages, including attachments, that:\n
      \n
    1. Identifies the Local Government upon whose behalf the submission is being made, with the name, telephone number, and email address of an individual who should be contacted in the event there are any follow-up questions; and<\/li>\n
    2. Explains the special circumstance not captured by the allocation metrics that warrants the Local Government receiving additional funding.<\/li>\n<\/ol>\n<\/li>\n
    3. Submit the written statement, via email<\/a>, on or before November 3,<\/li>\n
    4. You may also elect to make an optional Zoom presentation of no more than 15 minutes to Judge Ryan on December 1, 2023. The Zoom presentation is not required, and applicants who elect not to make a presentation will not be penalized for failing to do so. If you are interested in scheduling a presentation, you must contact MI-JADR<\/a>.<\/li>\n<\/ol>\n

      1. Application to the Special Circumstance Fund may not be made to offset the State-Subdivision Agreement\u2019s Litigation Adjustment.<\/li>\n<\/ol>\n
