The new language was substituted into SB 865, which passed the Senate last year.<\/p>\n<p>The brand new language was just made available to legislators and interested parties.&nbsp;The new legislation would allow struggling local governments to have four options: emergency management; a consent agreement; mediation; or Chapter 9 bankruptcy.&nbsp;The legislation is expected to be considered on Tuesday on the House floor.<\/p>\n<p><em>Samantha Harkins is the Director of State Affairs for the League.
