Negotiation on these bills is\u00a0ongoing\u00a0and we are working diligently with the Governor&#8217;s Administration and House and Senate leadership staff to address our concerns. They have been receptive to our input so far and we are waiting for revisions that should reflect the input we have provided.<\/p>\n<p>We testified Tuesday in both committees alongside officials from the Michigan Association of Counties and Michigan Townships Association. League member and Port Huron City Manager James Freed also testified. We continue to work and propose changes to the complex 16-bill package. The Senate Michigan Competitiveness Committee approved each of the bills, along with a related technical amendment, along party lines in 4-1 votes and sent them to the full Senate for a vote. The SaveMICity efforts has been looking for revenue, structure, and cost solutions to make our municipalities more fiscally sustainable. OPEB has been identified as our most significant budget cost driver in need of reform. Therefore the OPEB discussion happening now in the state Legislature is extremely important. For many months, League staff have been working with the legislature and governor\u2019s\u00a0office to help craft solutions to the OPEB problem.<\/p>\n<p>The 16-bill package (<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2017-HB-5298\">House Bills 5298-5313<\/a>\u00a0and duplicate\u00a0<a href=\"http:\/\/legislature.mi.gov\/doc.aspx?2017-SB-0686\">Senate Bills 686-701<\/a>) has pros and cons that League staff continue to assess to determine if these reform bills will provide necessary tools for communities to better manage these costs while remaining true to our fundamental beliefs &#8211;\u00a0 that communities need the ability to provide reasonable benefits to\u00a0their employees and retirees without crowding out essential city services.<\/p>\n<div id=\"attachment_5724\" style=\"width: 310px\" class=\"wp-caption alignright\"><a href=\"\/inside208\/wp-content\/uploads\/sites\/3\/2017\/12\/IMG_E2498.jpg\" rel=\"attachment wp-att-5724\"><img decoding=\"async\" aria-describedby=\"caption-attachment-5724\" class=\"lazyload size-medium wp-image-5724\" src=\"data:image\/svg+xml,%3Csvg%20xmlns%3D%27http%3A%2F%2Fwww.w3.org%2F2000%2Fsvg%27%20width%3D%27300%27%20height%3D%27225%27%20viewBox%3D%270%200%20300%20225%27%3E%3Crect%20width%3D%27300%27%20height%3D%27225%27%20fill-opacity%3D%220%22%2F%3E%3C%2Fsvg%3E\" data-orig-src=\"\/inside208\/wp-content\/uploads\/sites\/3\/2017\/12\/IMG_E2498-300x225.jpg\" alt=\"The League's Anthony Minghine testifies before a state House committee.\" width=\"300\" height=\"225\" \/><\/a><p id=\"caption-attachment-5724\" class=\"wp-caption-text\">The League&#8217;s Anthony Minghine testifies before a state House committee.<\/p><\/div>\n<p>There are many parts of the bill package that the League supports, but we are also working to address a number of concerns that exist within the bills as introduced. Chief among them is the use of the Emergency Management (EM) law as the enforcement mechanism to address any impasse situation in the OPEB reform process. The League&#8217;s Anthony Minghine, deputy executive director and chief operating officer, testified that the use of the EM law is a \u201cbroad overstep\u201d to the problem.
