Fact Sheet: Declaring a Local State of Emergency to Continue Virtual Meetings

During our recent virtual Capital Conference, the Michigan Municipal League received a lot of questions from our members about what to do now that the no-reason virtual meetings law in Michigan is set to sunset on March 30, 2021.

Our new Fact Sheet: “Declaring a Local Emergency or Disaster”, names the authority and actions necessary to declare a local state of emergency/disaster. Sample resolutions and a sample ordinance are included in this document. We thank Steven D. Mann and Ronald C. Liscombe of the lawfirm Miller Canfield, Detroit for providing us the information used to create the fact sheet.

The fact sheet also includes potential risks of these declarations as well as a sample resolution from the City of Kalamazoo to declare a local state of emergency for the purpose of allowing the city and other public bodies to continue to meet by virtual means.
