Joyce Parker Receives 2013 Sinclair Award
Michigan Municipal League Honors Parker for Exceptional Service
DETROIT, Michigan – The Michigan Municipal League has honored Allen Park Emergency Manager Joyce A. Parker with the 2013 Jim Sinclair Exceptional Service Award. The award was formally presented to Parker during the League’s Annual Convention Sept. 19 in Detroit.
Parker has been dedicated to city management for over thirty years, serving as a city manager in Illinois and various communities in Michigan, including Jackson, Saginaw, and Inkster, said League CEO and Executive Director Dan Gilmartin. “Joyce has been a strong, active supporter and participant in League initiatives, enthusiastically promoting its mission and purpose in each of the communities she managed,” Gilmartin said.
In October 2009 Parker was appointed by then Governor Jennifer Granholm as the emergency (financial) manager for the city of Ecorse. In 2012, when the city’s finances were in order and it received an unqualified rating audit report (the highest rating), Joyce enlisted the help of the League to develop a custom-designed educational retreat for the mayor and council.
This turned into a year-long program called Envision Ecorse that sparked a renewed energy in the community and helped to secure a more positive outlook for municipal government in the future. Joyce sought funding to cover costs to the League and others to present this in the community; her actions are a model for other communities that find themselves in difficult straits.
About the award: The Jim Sinclair Exceptional Service Award, first awarded in 2008, is a peer-nomination in honor and memory of Rogers City Councilmember Jim Sinclair, a tireless promoter of local government and fervent believer in education and training for elected officials. It is a tribute to Sinclair's legacy of personal dedication, passion and commitment to the League and its mission.
