Local Leaders Testify on Pension Flexibility Bills In Senate
Last Thursday, some local leaders from Northville, East Grand Rapids and Rochester testified with the League supporting two bills which deal with providing locals pension flexibility. The bills, SBs 1129 and 1171, were up before the Senate Retirement Subcommittee of Appropriations. SB 1129 would allow bonding when communities switch from defined benefit to defined contribution, so communities could help smooth transition costs. MORE>

Affairs Update
Municipal Loan Bills Pass House - Last Thursday the House passed House Bills 5566-5570, a package that amends the Emergency Municipal Loan Act to include school districts and amend the criteria for qualifying. The current statute does not allow school districts to qualify for emergency loans. The legislation allows school districts to qualify. One amendment added on the House floor would prohibit a community from opting out under PA 152 if they want to be considered for a municipal loan. We're working to have this language removed in the Senate. MORE>

Federal Update
Transportation Negotiations Continue in Congress - Last week provided some hopeful signs that Congress might actually be able to scratch and claw their way to an agreement before the current extension expires at the end of the month. First there was an exchange of actual proposals between House and Senate conference leaders. It began with Senator Barbara Boxer hand delivering a compromise document to her House counterpart, Congressman John Mica and Congressman Mica returning the favor with some ideas from the House.
