Hears Testimony on Repealing PA 312
Last
week, the House Government Operations Committee heard testimony
on HB
4205, a bill that would repeal PA 312 of 1969. The League
was joined by several members to testify in support of the
legislation. The bill was hotly opposed by the public safety
unions, and a number of firefighters picketed outside the
House office building. Despite the contentious atmosphere,
the hearing was a good conversation on the issue. MORE>

Affairs Update
League To Testify on Revenue
Sharing in House on Wednesday – This
Wednesday, Summer Minnick of the League will be testifying
on the impact of revenue sharing cuts over the past decade
and the governor's proposal to eliminate the existing program
and replace it with a competitive program designed to promote
"best practices" equaling roughly 2/3 of the money
that communities were getting under statutory revenue sharing.

Shutdown Looming –
As Congress comes back to work this week after the Presidents
Day recess, the most pressing issue facing members is working
to reach agreement by March 4 to prevent a government shutdown.
March 4 is the date when the current funding measure expires.
Prior to the recess, the House passed H.R. 1 which cuts
funding for the remainder of the current year by $61 billion
and included a 62.5% to the Community Development Block Grant

Dan Gilmartin Leads Panel Discussion on Role Cities Play in
Revitalizing Michigan – Michigan
Municipal League's Dan
Gilmartin was the moderator of a panel of experts talking
about the role downtowns and Michigan's cities will play in
the state's future. The discussion, called "The Role
of Central Cities in Revitalizing Michigan" took place
Wednesday, Feb. 23, 2011 in Lansing, and was part of the Michigan
Society of Association Executives annual Legislative Conference.
The discussion centered on the importance of place and how
to keep Michigan's college graduates from leaving the state
by offering vibrant downtowns where today's young people want
