Personal Property Tax Elimination Hearing Changed to THIS Wednesday

The Senate Finance Committee is expected to consider SB 34 on Wednesday which would repeal the personal property tax and does not include any replacement revenue. This would cost our communities about $770 million (and would cost the state and schools another $300 million). The sponsor of the bill, Sen. Mike Nofs (R-Battle Creek), has indicated he wants to work with the League to find replacement revenue before this becomes law. Please contact your senator and the senators on the finance committee to tell them the impacts of this on your constituents and ask senators to include replacement revenue before passing this bill (or to vote against the bill if it moves as introduced). State Affairs Update

Emergency Financial Manager Hearings and Legislation Begin – The Senate and House are both preparing to take testimony on Emergency Financial Managers (PA 72 of 1990) this week. Discussions of the issue and past experiences are on the agenda, and legislation is expected to be introduced this week as well. The League is working closely with the House leadership and policy office on this legislation. MORE>

President to Propose Cuts to Community Based Programs – Next week, the President will release his budget proposal for 2012. As reported in an earlier post, it is expected to include cuts to many programs of importance to local communities. State Loans Available for Energy Efficiency and Renewable Energy Projects – Although most of the energy grant opportunities associated with the American Recovery and Reinvestment Act have closed, cities and villages can still take advantage of low-interest loans to implement projects on their energy wish lists. Through September 30, 2011, the Michigan Department of Energy, Labor and Economic Growth is offering loans to cities and villages to implement energy efficiency and/or renewable energy projects on municipal property.
