League Municipal Bond Refinancing Bills Moving

Last week, the Senate Finance Committee took testimony on a package of bills that the League was successful in getting introduced and has been pushing for a couple of years. The bills, HBs 5550 - 5554 would, generally speaking, give local communities the opportunity to refinance existing non-voted debt in order to better handle challenging fiscal times. Shea Charles, city manager of Howell and Beach Hall, mayor of Rogers City, testified alongside League staff on the importance of these bills. The League worked to get this package of bills passed through committee and is now working on getting them passed on the Senate floor. MORE>

State Affairs Update

Senate Committee Reports League-Requested Two-Inch Rule – The Senate Judiciary Committee unanimously reported SB 1475, a bill that would reinstate the long standing two-inch rule last week. The League requested this bill after a negative Supreme Court ruling and has been pushing for this to be taken up to prevent massive liability against cities and taxpayer dollars. The full Senate is expected to take this bill up on the floor today. MORE>

Federal Update

Election Means Changes to Congressional Delegation – The impact of the 2010 election could be felt for some time both at the state and federal levels. One of the more immediate areas of impact is to Michigan's congressional delegation which has swung from 8-7 Democratic to 9-6 Republican with pick-ups in the northern Michigan/Upper Peninsula First District and the 7th District of southern central Michigan.
